Abstract

ABSTRACT Problem Statement/Background (GAP) : The use of Birth Certificate Issuance services through the Online Website at the East Kotawaringin Regency Population and Civil Registration Service has become an interesting phenomenon in East Kotawaringin Regency. This is because this service is an online website that really helps the community in managing population documents in a fast and practical time. Therefore the author is interested in researching the Effectiveness of Issuing Birth Certificates Through the Online Website of the Population and Civil Registration Office of East Kotawaringin Regency. Purpose : The purpose of this study was to analyze the effectiveness of the Birth Certificate service to the public through an online website service at the East Kotawaringin Regency Population and Civil Registration Service, to find out the factors that hindered the effectiveness of Birth Certificate services to the public through an online website at the Regency Population and Civil Registration Office. East Kotawaringin, as well as knowing the factors that are the cause of hindering the effectiveness of Birth Certificate services to the public through the online website at the Population and Civil Registration Office of East Kotawaringin Regency. To identify service effectiveness, researchers used Gibson's theory (1996). Method : This research is a type of descriptive qualitative research with an inductive approach. Researchers used data collection techniques in the form of interviews, observation and documentation. Result : From the research conducted, it was found that the effectiveness of the service was not maximized. Factors that influence the effectiveness of services to the community can be seen from the aspects of regulations and human resources. Conclusion : The efforts made to increase the effectiveness of services to the community are to introduce these services to the wider community. Keywords: Service Effectiveness, Online Website Service, East Kotawaringin Regency ABSTRAK Permasalahan atau Latar Belakang (GAP) : Penggunaan layanan Penerbitan Akta Kelahiran Melalui Website Online di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kotawaringin Timur menjadi sebuah fenomena menarik di Kabupaten Kotawaringin Timur. Hal ini karena layanan ini merupakan situs website online yang sangat membantu masyarakat dalam melakukan pengurusan dokumen kependudukan dengan waktu yang cepat dan praktis. Oleh karena itu penulis tertarik untuk meneliti tentang Efektivitas Penerbitan Akta Kelahiran Melalui Website Online Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kotawaringin Timur. Tujuan : Tujuan dari penelitian ini adalah untuk Menganalisis efektivitas pelayanan Akta Kelahiran kepada masyarakat melalui layanan website online di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kotawaringin Timur, Mengetahui faktor yang menjadi penyebab dalam menghambat efektivitas pelayanan Akta Kelahiran kepada masyarakat melalui website online di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kotawaringin Timur, serta Mengetahui faktor yang menjadi penyebab dalam menghambat efektivitas pelayanan Akta Kelahiran kepada masyarakat melalui website online di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kotawaringin Timur. Untuk mengidentifikasi efektivitas pelayanan, peneliti menggunakan teori Gibson (1996). Metode : Penelitian ini adalah jenis penelitian kualitatif deskriptif dengan pendekatan induktif. Peneliti menggunakan teknik pengumpulan data berupa wawancara, observasi dan dokumentasi. Hasil dan Temuan : Dari penelitian yang dilakukan didapatkan bahwa efektivitas pelayanan belum maksimum. Faktor yang mempengaruhi efektivitas pelayanan terhadap masyarakat dapat dilihat dari aspek peraturan dan sumber daya manusia. Kesimpulan : Adapun upaya yang dilakukan untuk meningkatkan efektivitas pelayanan kepada masyarakat adalah melakukan pengenalan layanan ini kepada masyarakat luas.
