Abstract

ABSTRACT Problem Statement/Backround (GAP): The author focuses on the high or low level of community participation in the issuance of birth certificates through the barcode system which is one of the supporting documents in the implementation of orderly population administration in Konawe Regency, Southeast Sulawesi Province. Purpose: The aim of this study was to determine community participation, efforts and obstacles in issuing birth certificates through the barcode system at the Konawe Regency Population and Civil Registration Service. Method: The research method used is descriptive qualitative research method using the CLEAR model of participation theory from Lowndes and Pratchett. Data collection techniques obtained through observation, interviews and documentation. Results: The findings obtained by the authors in this study are that community participation in issuing birth certificates through the barcode system at the Population and Civil Registration Office of Konawe Regency, Southeast Sulawesi Province cannot be said to be optimal, this is shown from the unavailability of mobile car facilities, unstable network internet at the time of publication, inadequate parking areas, and people who do not understand the use of barcodes in their handphone. Conclusion: community participation in the issuance of birth certificates through the barcode system at the Konawe Regency Population and Civil Registry Service can be said to be not optimal, in terms of facilities and infrastructure that are lacking and lack of outreach to the community resulting in many people not knowing the use of the barcode on their birth certificates. In order to increase community participation in the issuance of birth certificates through the barcode system, researchers suggested to the Konawe Regency population and civil registration service to increase socialization activities, collaborate with other sectors and create other innovations that can increase community participation. Keywords: Community Participation, Birth Certificate, Barcode ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada tinggi atau rendahnya partisipasi masyarakat dalam penerbitan Akta Kelahiran melalui sistem barcode yang merupakan salah satu dokumen pendukung dalam terlaksananya tertib adminstrasi kependudukan di Kabupaten Konawe, Provinsi Sulawesi Tenggara. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui partisipasi masyarakat, upaya maupun hambatan dalam penerbitan Akta Kelahiran melalui sistem barcode di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Konawe. Metode: Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif dengan menggunakan teori partisipasi model CLEAR dari Lowndes dan Pratchett. Teknik Pengumpulan data diperoleh melalui observasi, wawancara dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu partisipasi masyarakat dalam penerbitan Akta Kelahiran melalui sistem barcode di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Konawe Provinsi Sulawesi Tenggara belum bisa dikatakan optimal, hal ini ditunjukkan dari belum tersedianya fasilitas mobil keliling, tidak stabilnya jaringan internet saat penerbitan, area parkir yang kurang memadai, serta masih ditemukannya masyarakat yang belum paham mengenai penggunaan barcode. Kesimpulan: partisipasi masyarakat dalam penerbitan akta kelahiran melalui sistem barcode di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Konawe dapat dikatakan belum optimal, dari segi sarana maupun prasarana yang kurang serta sosialisasi kepada masyarakat yang kurang mengakibatkan banyaknya masyarakat tidak mengetahui penggunaan barcode yang ada pada akta kelahirannya. Guna meningkatkan partisipasi masyarakat dalam penerbitan akta kelahiran melalui sistem barcode, disarankan dari peneliti kepada dinas kependudukan dan pencatatan sipil Kabupaten Konawe adalah lebih meningkatkan kegiatan sosialisasi, melakukan kerja sama dengan sektor lain dan membuat sebuah inovasi lainnya yang dapat meningkatkan partisipasi masyarakat.
