Abstract
ABSTRACT Problem Statement/Background (GAP):This research is entitled "The Synergy of the Civil Service Police Unit and the Social Service in the Protection of Persons with Social Welfare Problems in Sidoarjo Regency, East Java Province." What are the supports and obstacles in the process of controlling PMKS, and what are the efforts to overcome the inhibiting factors for controlling implementation. Purpose: What are the supports and obstacles in the process of controlling PMKS, and what are the efforts to overcome the inhibiting factors for controlling implementation. Method:This study used qualitative research methods. Data collection techniques used interviews, observation and documentation. The data obtained is analyzed and presented with the stages of data reduction, data display, drawing conclusions. Data analysis uses the theoretical model of Miles and Huberman (2014) and legalistic review of Regional Regulation No. 10 of 2013 concerning Public Order and Public Protection. Result: The results obtained from this study are that the process of controlling PMKS still experiences many obstacles and obstacles. It was found that several obstacles were caused, namely obstacles from infrastructure that were not optimal and SOPs, and PMKS that were not cooperative with the Civil Service Police Unit officers. Conclusion: These obstacles can be overcome by increasing the efforts of Satpol PP and the Social Service to provide training on policing, handling and fostering PMKS, improving the enforcement process according to local regulations and SOPs to the fullest, and repairing the facilities and infrastructure needed. Keywords: Social Service,Protection,Satpol pp,Synergy ABSTRAK Permasalahan/Latar Belakang (GAP): perlindungan PMKS yang dilakukan Satuan Polisi dan Dinas Sosial Kabupaten Sidoarjo Provinsi Jawa Timur, faktor apa saja yang mendukung dan menghambat dalam proses pelaksanaan perlindungan PMKS, dan apa saja upaya untuk mengatasi faktor penghambat pelaksanaan penertiban Tujuan: mendapatkan deskripsi tentang perlindungan PMKS yang dilakukan Satuan Polisi dan Dinas Sosial Kabupaten Sidoarjo Provinsi Jawa Timur Metode: Penelitian ini menggunakan metode penelitian kualitatif.Teknik pengumpulan data menggunakan teknik wawancara,observasi dan dokumentasi. Data yang diperoleh dianalisis dan disajikan dengan tahapan reduksi data,display data,penarikan kesimpulan. Analisis data menggunakan teori model Miles dan Huberman (2014) dan tinjauan legalistik Peraturan Daerah Nomor 10 Tahun 2013 tentang Ketentraman Ketertiban Umum dan perlindungan Masyarakat. Hasil/Temuan: Hasil yang didapatkan dari penelitian ini yaitu proses perlindungan PMKS masih mengalami banyak kendala dan hambatan.Ditemukannya beberapa hambatan yang disebabkan yakni hambatan dari sarana prasarana yang belum maksimal dan SOP,serta PMKS yang tidak kooperatif dengan aparat Satuan Polisi Pamong Praja. Kesimpulan: Hambatan tersebut dapat diatasi dengan meningkatkan upaya Satpol PP dan Dinas Sosial untuk memberikan pelatihan tentang penertiban,penanganan dan pembinaan PMKS,memperbaiki proses pelaksaan perlindungan sesuai perda dan SOP secara maksimal,serta memperbaiki sarana dan prasarana yang dibutuhkan.
