Abstract

ABSTRACT Problem Statement/Background (GAP): Community Enterprises that continue to exist today are Micro, Small and Medium Enterprises. The existence of the corona virus outbreak that hit the world, including in Indonesia, caused economic conditions to decline. Therefore, the MSME sector is the choice of many people to improve their economy. In addition, the government has participated in helping restore the community's economy with the strategies it has. Purpose : the purpose study aims to find out and analyze the empowerment of culinary UMKM in the Jakpreneur program in Taman Sari District, West Jakarta, supporting and inhibiting factors, and all efforts made by the government of Taman Sari District, West Jakarta in overcoming these inhibition factors. In solving this problem, the author uses the theory of Community Empowerment according to Mardikanto. Method: The author uses descriptive qualitative method. With this research approach method, the author can describe all situations and conditions that exist in the "Empowerment of Culinary UMKM in the Jakpreneur Program in Taman Sari District, West Jakarta" by collecting data at the research location, conducting interviews, observations and documentation to be used as material for the preparation of this thesis. Results/Findings: The results of this study can be concluded that the empowerment of culinary UMKM in the Jakpreneur program in Taman Sari District, West Jakarta has gone quite well, although it still needs some technical and implementation improvements. Conclusion: Because there are still several inhibiting factors in the field, the West Jakarta Manpower, Transmigration and Energy Office and the Taman Sari District government have made several efforts to overcome these factors. Such as providing direct and online socialization about the Jakpreneur program, improving the quality of 7P implementation, namely: registration, training, mentoring, licensing, marketing, coaching financial and capital statements so that UMKM factors can feel the government's role in the empowerment. Keyword : Empowerment, Culinary UMKM Actors, Jakpreneur ABSTRAK Permasalahan/Latar Belakang (GAP) : Usaha Masyarakat yang terus eksis sampai saat ini adalah Usaha Mikro, Kecil, dan Menengah. Adanya wabah virus corona yang melanda dunia termasuk di Indonesia, membuat kondisi ekonomi mengalami penurunan. Oleh karena itu, sektor UMKM menjadi pilihan banyak masyarakat untuk meningkatkan ekonominya. Disamping itu, pemerintah turut serta membantu memulihkan perekonomian masyarakat dengan strategi-strategi yang dimilikinya. Tujuan untuk mengetahui dan menganalisis mengenai pemberdayaan UMKM kuliner dalam program Jakpreneur di Kecamatan Taman Sari Jakarta Barat, faktor pendukung dan penghambat serta segala upaya yang dilakukan oleh pemerintah Kecamatan Taman Sari Jakarta Barat dalam mengatasi faktor penghambatan tersebut. Dalam memecahkan masalah inipenulis menggunakan teori Pemberdayaan Mayarakat menurut Mardikanto. Metode : Penulis menggunakan metode kualitatif deskriptif. Dengan metode pendekatan penelitian ini penulis dapat mendeskripsikan segala situasi serta kondisi yang ada dalam “Pemberdayaan UMKM Kuliner dalam Program Jakpreneur di Kecamatan Taman Sari Jakarta Barat” dengan cara mengumpulkan data yang ada di lokasi penelitian, melakukan wawancara, observasi dan dokumentasi untuk dijadikan sebagai bahan penyusunan skripsi ini. Hasil/Temuan : Hasil dari penelitian ini dapat disimpulkan bahwa pemberdayaan UMKM kuliner dalam program Jakpreneur di Kecamatan Taman Sari Jakarta Barat sudah berjalan cukup baik meskipun demikian masih perlu beberapa perbaikan secara teknis maupun pelaksanaannya. Kesimpulan : Dikarenakan masih ada beberapa faktor penghambat yang terdapat dilapangan, Dinas Tenaga Kerja, Transmigrasi dan Energi Jakarta Barat serta pemerintah Kecamatan Taman Sari melakukan beberapa upaya untuk mengataasi faktor tersebut. Seperti memberikan sosialisasi secara langsung maupun daring mengenai program Jakpreneur, meningkatkan kualitas pelaksanaan 7P yaitu: pendaftaran, pelatihan, pendampingan, perizinan, pemasaran, pembinaan laporan keuangan dan permodalan sehingga para pelaku UMKM dapat merasakan peran pemerintah dalam pemberdayaan tersebut.
