Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of not optimallly fulfilling the needs of clean water for the people at Kota Palembang. Purpose: This study aims to know the optimization of regulations, obstacles and efforts to enforcement of local regulations made by the Civil Service Police Unit in the fulfillment of clean water needs. Method: This study uses qualitative methods with descriptive analysis of data using optimization theory according to Siringoringo (2005). Data collection techniques are carried out by observation, interviews, and documentation. Result: The findings obtained by the author in this study are the optimization of enforcement of regional regulations in meeting clean water needs by the Civil Service Police Unit in Palembang City, South Sumatra Province, are not optimal and there is no communication and coordination between PDAM and the Civil Service Police Unit. Conclusion: The enforcement of regional regulations in Palembang City has not been optimal so the researcher recommends that the local government, in this case, Satpol PP Palembang City evaluate the implementation of regional regulation enforcement. Keywords: Optimization; Satpol PP; Enforcement; Clean Water ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan belum optimalnya pemenuhan kebutuhan air bersih kepada masyarakat Kota Palembang. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui optimalisasi, hambatan dan upaya penegakan peraturan daerah yang dilakukan oleh Satuan Polisi Pamong Praja dalam pemenuhan kebutuhan air bersih di Kota Palembang. Metode: Penelitian ini menggunakan metode kualitatif dengan analisis deskriptif terhadap data menggunakan teori optimalisasi menurut Siringoringo (2005). Teknik pengumpulan data dilakukan dengan observasi, wawancara, dan dokumentasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu optimalisasi penegakan peraturan daerah dalam pemenuhan kebutuhan air bersih oleh Satuan Polisi Pamong Praja di Kota Palembang Provinsi Sumatera Selatan belum optimal dan belum adanya komunikasi dan koordinasi antara PDAM dan Satuan Polisi Pamong Praja. Kesimpulan: Penegakan peraturan daerah di Kota Palembang belum optimal sehingga peneliti merekomendasikan agar pemerintah daerah dalam hal ini Satpol PP Kota Palembang melakukan evaluasi terhadap pelaksanaan penegakan peraturan daerah.
