Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the low coverage of death certificate ownership in Kebumen Regency. Purpose: This study aims to determine the implementation of the "Peti Megatruh" innovation in the service of death certificates, inhibiting factors, and efforts that need to be done by the Kebumen Regency Population and Civil Registration Office. Method: According to Rogers Theory, this research uses descriptive qualitative methods and analysis of service innovation theory. Data collection techniques were conducted using in-depth interviews (10 informants), documentation and observation. Result: The findings obtained by the author in this study are that the breakthrough innovation "Peti Megatruh" can provide updates on death certificate services for the community in accelerating death reporting and death certificate issuance. Conclusion: The implementation of the "Peti Megatruh" innovation in death certificate services at the Kebumen Regency Population and Civil Registration Office has not been optimal in its implementation, this is due to several inhibiting factors, including the number of death certificate issuances is not proportional to the number of death events, the absence of socialization, and human resources. The efforts that need to be made include providing stimulants to the community, providing socialization to "Peti Megatruh" register officers, adding Human Resources (HR). Keywords: Innovation, Service, Population Administration ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada rendahnya cakupan kepemilikan akta kematian di Kabupaten Kebumen. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui pelaksanaan inovasi “Peti Megatruh” dalam pelayanan akta kematian, faktor penghambat, dan upaya yang perlu dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kebumen. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dan analisis terhadap teori inovasi pelayanan menurut Teori Rogers. Teknik pengumpulan data dilakukan dengan menggunakan wawancara mendalam (10 informan), dokumentasi dan observasi. Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini yaitu dengan adanya terobosan inovasi “Peti Megatruh” dapat memberikan pembaharuan mengenai pelayanan akta kematian bagi masyarakat dalam mempercepat pelaporan kematian dan penerbitan akta kematian. Kesimpulan: Pelaksanaan inovasi “Peti Megatruh” dalam pelayanan akta kematian di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Kebumen belum dapat optimal dalam pelaksanaannya hal ini disebabkan masih adanya beberapa faktor penghambat diantaranya jumlah penerbitan akta kematian tidak sebanding dengan jumlah peristiwa kematian, belum adanya sosialisasi, dan sumber daya manusia. Adapun upaya yang perlu dilakukan diantaranya, memberikan stimulan kepada masyarakat, memberikan sosialisasi kepada petugas register “Peti Megatruh”, menambah Sumber Daya Manusia (SDM).
