Abstract

Problem Statement/Background (GAP): This research is based on the existence of problems in the use of SIPD such as limited internet network coverage, lack of operator understanding in running SIPD, and education and training that has not been implemented evenly. Purpose: This study aims to find out the application of SIPD in the development planning process at Balitbangren Polewali Mandar Regency, to find out the determinants of SIPD implementation and the efforts made by Balitbangren Polewali Mandar Regency in overcoming the inhibiting factors in the implementation of SIPD. Method: This study uses a qualitative method with an inductive approach. Data collection techniques through semi-structured interviews with 14 informants, participatory observation, and documentation. Data analysis techniques used in this study consisted of data collection, data reduction, data presentation and data verification. Result: Judging from Muchlis Hamdi's theory, it shows that the implementation of the Regional Government Information System in the development planning process at Balitbangren of Polewali Mandar Regency has been productive and linear but not yet efficient, seen from the utilization of executors, assets and technology which is still lacking. This is influenced by the inhibiting factors, namely the substance of the policy, the behavior of implementing tasks, and resources. While the supporting factors are the interaction of work networks and the participation of the target group. Conclusion: Efforts made by Balitbangren in overcoming inhibiting factors are by conducting socialization evenly, adding facilities and infrastructure, and coordinating with the central government regarding the implementation of SIPD. Suggestions that can be given by researchers are to provide additional facilities and infrastructure such as computer equipment or laptops or wifi or maintenance of facilities and infrastructure on a regular basis, conduct outreach and training evenly, regularly and continuously to regional employees and apparatus.
