Abstract
Problem Statement/Background (GAP): Poverty is something that is familiar to the Indonesian people and can be said to be attached to the daily lives of Indonesian people. Poverty has become a social problem that needs to be taken seriously by the Indonesian government, although in reality the problem of poverty has not been overcome by the Indonesian government despite decades of independence. Livable housing is a program created by the government through the Ministry of Public Works and Public Housing. Where this program was created aims to meet human needs in the housing sector and one of them is to overcome poverty in this case for those who do not have sufficient income to build a house according to the criteria for livable homes. Purpose: This research was conducted to find out the implementation of government policies in overcoming poverty through the livable house program. By paying attention to how the implementation of the construction of livable houses and paying attention to the inhibiting and supporting factors in the process of implementing this policy. Method: This research uses descriptive qualitative methods. The data obtained is through observation, interviews and documentation which are then analyzed using a deductive mindset. The data is referred to based on the results of interviews with employees at the housing office of the settlement area and land of the alor district as well as through field observations. The data obtained is then presented, analyzed, reduced, then conclusions are drawn. Result: The results of this research show that, the implementation of the livable house program in an effort to overcome the poverty rate from the board sector in Alor Regency has been running well but not maximally. It is said to have gone well because it can be seen from the socialization of the Government Program on Livable House Assistance, Clarity and understandability regarding Standard Operating Procedures by Employees of the Public Housing Office of the Settlement and Land Regions of Alor Regency, but it is still not optimal or still not maximized utilization. which is an obstacle to the implementation of the Livable House Program in an effort to overcome poverty in Alor Regency, namely the lack of self help from beneficiaries or the inability to self-help for the construction of livable houses, lack of monitoring or supervision. Conclusion: so the conclusion that can be drawn is that the policy related to livable housing will be able to run optimally if there is good communication and collaboration between the beneficiary communities and the Alor district government. It is recommended that the government before providing assistance can socialize it in detail and maximally. Keywords: Implementation, Livable Homes, Poverty
