Abstract

Problems/Background (GAP): conditions that occur in the field in implementing market fees there are still traders who do not want to pay market fees. In addition, worsening market conditions have forced traders not to pay market fees. Purpose: this research is to find out the implementation of the Remu Central market levy in increasing PAD in Sorong City. In preparing this thesis, researchers used Edwards III's implementation theory, which consisted of four variables in public policy, namely communications, resources, attitudes and bureaucratic structures. Method: What researchers use is a descriptive qualitative method with an inductive approach. The techniques used in data collection are interviews, observation, documentation. The data analysis that researchers use is by means of data reduction, data presentation, and drawing conclusions. Purpose: of this research is to find out the implementation of market retribution in increasing PAD in Sorong City. Research results: this study proves that resources, communication, employee discipline and market conditions greatly affect the acceptance of market levies at the Remu Central Market, Sorong City. Conclusion: that the implementation of market fees at the Remu Central Market, Sorong City, has not been able to run well when viewed from the factors that hinder the running of market fees at the Remu Central Market, Sorong City. However, in order to assist the passage of market fees in order to increase PAD through market fees, the local government of Sorong City has made efforts, one of which is by revitalizing the Central Remu market, Sorong City. Keywords: Implementation, PAD, Market Retribution. Permasalahan/Latar Belakang (GAP) : kondisi yang terjadi di lapangan dalam pelaksanaan retribusi pasar masih ada pedagang yang tidak ingin membayar retribusi pasar. Selain itu kondisi pasar yang semakin memburuk mendorong pedagang untuk tidak membayar retribusi pasar. Tujuan : penelitian ini adalah untuk mengetahui implementasi retribusi pasar Sentral Remu dalam meningkatkan PAD di Kota Sorong. Pada penyusunan skripsi ini Peneliti menggunakan teori implementasi Edwars III yang terdiri dari empat variable dalam kebijakan publik yaitu Komunikasi (Communications), Sumber daya (resources), sikap (dispositions atau attitudes) dan struktur birokrasi (bureucratic structure). Metode : yang Peneliti gunakan yaitu metode kualitatif deskriptif dengan pedekatan induktif. Teknik yang digunakan dalam pengumpulan data adalah wawancara, observasi, dokumentasi. Analisis data yang Peneliti gunakan yaitu dengan cara reduksi data, penyajian data, dan menarik kesimpulan. Tujuan : dari penelitian ini adalah untuk mengetahui implementasi retribusi pasar dalam meningkatkan PAD di Kota Sorong. Hasil penelitian : penelitian ini membuktikan bahwa sumber daya, komunikasi, disiplin pegawai serta kondisi pasar sangat mempengaruhi penerimaan retribusi pasar di Pasar Sentral Remu Kota Sorong. Kesimpulan : bahwa implementasi retribusi pasar di pasar Sentral Remu Kota Sorong belum dapat berjalan dengan baik apabila dilihat dari faktor yang menghambat jalannya retribusi pasar di pasar Sentral Remu Kota Sorong. Akan tetapi untuk membantu jalannya retribusi pasar agar meningkatnya PAD melalui retribusi pasar pemerintah daerah Kota Sorong telah melakukan upaya salah satunya dengan merevitalisasi pasar Sentral Remu Kota Sorong.
