Abstract
ABSTRACT Pekalongan City is one of the districts/cities in Central Java that receives social assistance from the Ministry of Social Affairs, namely the Family Hope Program (PKH). The program was started in 2018 as a government effort to help people who are classified as poor. However, in practice PKH is not always on target in its distribution. The implementation of PKH is handled by the Pekalongan City Office of Social Affairs-P2KB as the OPD in charge of social affairs under the responsibility of controlling, protecting and social security. The main problem in implementing PKH in Pekalongan City is the background of the large number of prosperous people who apply for PKH or register with BPJS as poor people. In addition, the lack of public knowledge regarding advances in information technology is one of the obstacles in implementing PKH. This resulted in the management of PKH data to realize management that was right on target. Therefore, from this background, the authors conducted research with the title "Performance of the Social Service for Population Control and Family Planning in Managing PKH Data in Pekalongan City, Central Java Province" This study aims to determine the performance of Social Services-P2KB Pekalongan City in realizing PKH data management that is right on target. The research also aims to find out the inhibiting factors and the Social Services Agency's efforts to overcome obstacles. In this study the method used is descriptive qualitative research method. The analysis tool used is Organizational Performance Theory according to Agus Dwiyanto and Permensos Number 3 of 2021 concerning Integrated Social Welfare Data Management (DTKS). Data sources in this study are primary and secondary data sources. Data collection techniques used include interviews, observation, and documentation. To perform data analysis the authors use data reduction, data presentation, and conclusions The results of this study explained that based on the results of the analysis according to the theory of organizational performance according to Agus Dwiyanto, it was found that the performance of the Social Service-P2KB in managing PKH data in Pekalongan City had gone well in terms of 5 dimensions, namely productivity, service quality, responsiveness, responsibility, accountability. This is supported by the Minister of Social Affairs Regulation Number 3 of 2021 concerning Integrated Social Welfare Data Management (DTKS) assessing the performance of the Social Service Office-P2KB seen from 3 dimensions that it is going well with 2 dimensions assessing well, namely the data proposal process and determination. However, the usage dimension has not gone well due to the lack of synchronization of poverty data between the Social Services Agency-P2KB and Pekalongan City BPS. In general, the performance of Social Services-P2KB in managing PKH data has been going well. Keywords: Social Service-P2KB, Performance, PKH Data Management
