Abstract

ABSTRACT Problem Statement/Background (GAP): Papua Province is listed as one of the provinces with a high level of poverty, so the author is interested in researching the empowerment of Indigenous Papuans through Micro, Small and Medium Enterprises, especially laying hen cultivation. Purpose: Empowerment is one of the main tasks of the government, empowerment means giving strength or power to create independence in making choices, empowerment is needed by community groups who are considered powerless to meet their needs. There are many ways for the government to empower community groups, one of which is through MSMEs. Method: By using qualitative research methods that are flexible so that it is possible to adapt to field conditions. Determination of informants in this study through the determination of snowball sampling, selecting one informant who is considered to be able to provide the information needed, and will determine other informants based on references from previous informants. Result: The findings of this study are that the empowerment carried out by the Office of Cooperatives and UMKM with the target of Indigenous Papuans in Biak Numfor Regency itself is taking place and has had a good impact on the OAP community itself. Conclusion: Empowerment carried out by the Office of Cooperatives and Micro, Small and Medium Enterprises, Biak Numfor Regency, Papua Province, is by providing business capital for business actors and providing chicken seeds for laying hen cultivating business actors who can meet the requirements set by the government, guaranteeing a promotion place for products of Micro, Small and Medium Enterprises. ABSTRAK Permasalahan/Latar belakang (GAP): Provinsi Papua, tercatat sebagai salah satu Provinsi yang tingkat kemiskinannya masih tinggi sehingga penulis tertarik meneliti tentang pemberdayaan Orang Asli Papua melalui UMKM terkhusus budidaya ayam petelur. Tujuan: Pemberdayaan menjadi salah satu tugas pokok pemerintah, pemberdayaan memiliki artian memberikan kekuatan atau daya agar tercipta kemandirian dalam menentukan pilihannya, pemberdayaan itu dibutuhkan oleh kelompok masyarakat yang dianggap tidak memiliki daya untuk memenuhi kebutuhan hidupnya banyak cara bagi pemerintah untuk memberdayakan kelompok masyarakat salah satunya adalah dengan melalui UMKM. Metode: Dengan menggunakan metode penelitian kualitatif yang bersifat fleksibel sehingga memungkinkan untuk disesuaikan dengan keadaan lapangan. Penentuan informan pada penelitian ini melalui penentuan secara snowball sampling, memilih satu informan yang dianggap dapat memberikan informasi yang dibutuhkan, dan akan menetapkan informan lain berdasarkan rujukan dari informan sebelumnya. Hasil/Temuan: Yang menjadi temuan dari penelitian ini yaitu, pemberdayaan yang dilakukan oleh Dinas Koperasi dan UMKM dengan sasaran Orang Asli Papua di Kabupaten Biak Numfor sendiri berlangsung dan memberikan dampak yang baik bagi masyarakat OAP itu sendiri. Kesimpulan: Pemberdayaan yang dilakukan oleh Dinas Koperasi dan Usaha Mikro Kecil dan Menengah (UMKM) Kabupaten Biak Numfor Provinsi Papua adalah dengan memberikan modal usaha bagi pelaku usaha dan pemberian bibit ayam bagi pelaku usaha budidaya ayam petelur yang dapat memenuhi persyaratan yang sudah ditentukan oleh pemerintah, adanya jaminan tempat promosi bagi produk UMKM.
