Abstract

ABSTRACT Problem Statement/Background (GAP): The empowerment of the cassava chips home industry business is one of the programs that can be carried out by the community in improving their standard of living, which is accompanied by support from government, to meet the needs of the community so as to increase self-reliance in the community, which operates in the agricultural sector industry and trade to reduce poverty. Objective: to analyze abaut an increase compared to the previous year due to the Covid-19 pandemic with the imposition of social restrictions by the government causing limited space for people's movement, loss of jobs resulting in the addition of new poor people. Methode: The method used by the author namely descriptive qualitative method with an inductive approach. Writer collect data based on the facts on the ground by using technique interview data collection, observation and documentation. theory according to Mardikanto which contains 4 (four) dimensions, namely human development, business development, environmental development and institutional development using descriptive qualitative methods with an inductive approach. Result: the results of the study, it was found that the Empowerment of Cassava Chips Home Industry Business Actors in Tenayan Raya District has been going quite well, but there are still several inhibiting factors that occur in the field, the Pekanbaru City Industry and Trade Service needs to make several efforts to overcome these inhibiting factors. Conclusion: that the empowerment carried out can run smoothly and better. Such as providing a forum for open meetings/dialogue, providing training, seminars and expanding marketing so that business people can feel the government's presence in this empowerment Keywords: Empowerment, Business Players, Home Industry ABSTRAK Permasalahan/Latar Belakang (GAP) : Pemberdayaan usaha industri rumahan keripik ubi kayu merupakan salah satu program yang dapat dilakukan masyarakat dalam meningkatkan taraf hidup mereka, yang disertai dengan dukungan dari pemerintah, untuk memenuhi kebutuhan masyarakat sehingga meningkatkan kemandirian di masyarakat yang bergerak di sektor industri dan perdagangan untuk mengurangi angka kemiskinan yang terjadi. Tujuan: Penelitian ini bertujuan untuk mengurangi angka kemiskinan melalui program pemberdayaan bagi pelaku usaha industri rumahan keripik ubi kayu di Kecamatan Tenayan raya, faktor pendukung dan penghambat serta upaya yang dilakukan oleh Dinas Perindustrian dan Perdagangan Kota Pekanbaru dalam mengatasi faktor penghambat tersebut. Metode: Dalam memecahkan masalah ini penulis menggunakan teori Pemberdayaan Masyarakat menurut Mardikanto yang berisi 4 (empat) dimensi, yaitu bina manusia, bina usaha, bina lingkungan dan bina kelembangaan dengan menggunakan metode kualitatif deskriptif dengan pendekatan induktif. Hasil/Temuan: Berdasarkan hasil penelitian diperoleh bahwa, Pemberdayaan Pelaku Usaha Industri Rumahan Keripik Ubi Kayu di Kecamatan Tenayan Raya ini sudah berjalan cukup baik, namun masih adanya beberapa faktor penghambat yang terjadi di lapangan. Kesimpulan: Dinas Perindustrian dan Perdagangan Kota Pekanbaru perlu melakukan beberapa upaya dalam mengatasi faktor penghambat tersebut agar pemberdayaan yang dilakukan dapat berjalan lancar dan lebih baik.
