Abstract

ABSTRACT Problem Statement/Background (GAP): Utilization of the Regional Government Information System (SIPD) facilitates the government in achieving a transparent, accountable, effective and efficient governance system in regional financial management so as to create good governance. SIPD still has problems that must be resolved and repaired immediately, namely that there are still problems related to SIPD, one of which is human resources that are not optimal and some features cannot be operated in the application. Purpose: The aim of the research is to find out how SIPD is used in Central Aceh District and to find out what are the obstacles to its use. Method: The method used is qualitative research with descriptive research methods and an inductive approach. Data collection techniques consist of interviews, observation and documentation as well as viewing documents directly. Result: The results of the research show that the Utilization of the Local Government Information System (SIPD) in Central Aceh District has generally been going well. In its use, there are a number of things that become obstacles related to this SIPD, such as the existence of Human Resources (HR) who still understand the application, and the application features that are still incomplete and the difficulty in complaining if there is a revision. Conclusion: The use of SIPD in Central Aceh District is in accordance with the procedures implemented but there are still some obstacles so that the Central Aceh District Government is expected to further increase training and technical guidance activities for each Regional Apparatus Organization (OPD) and Subdistrict, make related Standard Operating Procedures (SOP) SIPD and propose to the Ministry of Home Affairs to provide SIPD admins in each region, at least in each province. Keywords: Evaluation, SIPD, CIPP Model, Good Governance ABSTRAK Permasalahan/Latar Belakang (GAP): Pemanfaatan Sistem Informasi Pemerintahan Daerah (SIPD) memudahkan pemerintah dalam mencapai sistem pemerintahan yang transparansi, akuntabilitas, efektif dan efesien dalam pengelolaan keuangan daerah sehingga menciptakan tata pemerintahan yang baik (good governance). SIPD masih memiliki permasalahan yang harus segera diselesaikan dan diperbaiki yaitu masih terjadi terkait SIPD salah satunya sumber daya manusia yang belum optimal dan sebagian fitur yang belum bisa dioperasikan dalam aplikasi tersebut. Tujuan: Tujuan penelitian yaitu untuk mengetahui bagaimana pemanfaatan SIPD yang ada di Kabupaten Aceh Tengah dan mengetahui apa saja yang menjadi kendala pada pemanfaatannya. Metode: Metode yang digunakan menggunakan penelitian kualitatif dengan metode penelitian deskriptif dan melalui pendekatan induktif. Teknik pengumpulan data terdiri dari wawancara, observasi dan dokumentasi serta melihat dokumen langsung. Hasil/Temuan: Hasil dari penelitian menunjukkan bahwa Pemanfaatan Sistem Informasi Pemerintah Daerah (SIPD) di Kabupaten Aceh Tengah pada umumnya sudah berjalan dengan baik. Pada pemanfaatannya ada beberapa hal yang menjadi kendala terkait SIPD ini seperti adanya Sumber Daya Manusia (SDM) yang masih paham tentang aplikasi tersebut, dan fitur aplikasi yang masih belum lengkap serta sulitnya dalam mengkomplain bila ada revisi. Kesimpulan: Pemanfaatan SIPD di Kabupaten Aceh Tengah sudah sesuai prosedur yang diterapkan namun masih ada beberapa kendala sehingga Pemerintah Daerah Kabupaten Aceh Tengah diharapkan untuk meningkatkan lagi kegiatan pelatihan dan bimbingan teknis bagi setiap Organisasi Perangkat Daerah (OPD) dan Kecamatan , membuat Standar Operasional Prosedur (SOP) terkait SIPD serta mengusulkan kepada Kementerian Dalam Negeri menyediakan admin SIPD di tiap-tiap daerah minimal ada pada tiap provinsi.
