Abstract

ABSTRACT Problem/Background (GAP): Online population administration services at the Pariaman City Population and Civil Registration Service have been carried out through the DIGI Mobile application since 2019 which has a fast service time. The existence of online population administration services carried out by the Population and Civil Registration Office of the City of Pariaman provides convenience in quality of service and meets community needs. Purpose: This research was conducted to find out the effectiveness of the DIGI MOBILE application service in issuing population documents and how the document issuance service process uses the DIGI MOBILE application at the Population and Civil Registration Office of Pariaman City. Method : The research method used is descriptive qualitative research method. Data collection techniques are carried out by observation, interviews, and documentation.Result: The findings obtained by the authors in this study are that the DIGI Mobile application users are still small compared ti the population of Pariaman City. Conclusion: The results of the study show that the effectiveness of services using the DIGI MOBILE application in issuing population documents at the Population and Civil Registration Office of Kota Pariaman can be said to be ineffective because the implementation is still constrained by several problems, namely inadequate facilities and infrastructure, incomplete outreach , there are still many people who do not have cell phones, and the internet signal is not evenly distributed. . Efforts made by the Service are holding outreach, collaborating with other parties, adding operational officers. The suggestions given by researchers are to carry out more thorough outreach, provide technical guidance on IT to the public who come to take care of administration to the office regarding the DIGI MOBILE application, as well as maintenance related to the system which is carried out continuously and regularly. Keywords: DIGI MOBILE Application, Service Effectiveness, Population Documents ABSTRAK Latar Belakang (GAP):Pelayanan adminitrasi kependudukan secara daring di Dinas Kependudukan dan Pencatatan Sipil Kota Pariaman dilaksanakan melalui aplikasi DIGI Mobile sejak tahun 2019 yang memiliki waktu pelayanan yang cepat. Adanya pelayanan adminitrasi kependudukan secara online yang dilakukan dinas kependudukan dan pencatatan sipil kota Pariaman memberikan kemudahan dalam kualitas pelayanan dan memenuhi kebutuhan masyarakat. Tujuan : Penelitian ini dilakukan guna mengetahui sejauh mana Efektivitas Pelayanan aplikasi DIGI MOBILE dalam penerbitan dokumen kependudukan dan bagaimana proses pelayanan penerbitan dokumen dengan menggunakan aplikasi DIGI MOBILE di Dinas Kependudukan dan Pencatatan Sipil Kota Pariaman. Metode : Metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif. Teknik pengumpulan data dilakukan dengan observasi, wawancara, serta dokumentasi. Hasil/Temuan : Temuan yang diperoleh penulis dalam penelitian ini yaitu pengguna aplikasi DIGI Mobile masih sedikit dibandingkan dengan jumlah penduduk kota Pariaman. Kesimpulan : Dari hasil penelitian menunjukkan efektivitas pelayanan dengan menggunakan aplikasi DIGI MOBILE dalam penerbitan dokumen kependudukan di Dinas Kependudukan dan Pencatatan Sipil Kota Pariaman dapat dikatakan belum efektif karena dalam pelaksanaanya masih terkendala oleh beberapa permasalahan yaitu sarana dan prasarana yang kurang, Sosialisasi yang belum menyeluruh, masih banyaknya masyarakat yang belum memiliki hand phone, dan belum meratanya sinyal internet. . Upaya yang dilakukan Dinas yaitu mengadakan Sosialisasi, melakukan kerja sama dengan pihak lain, menambah petugas operasional. Adapun saran yang diberikan peniliti yaitu melakukan Sosialisasi yang lebih menyeluruh, melakukan bimbingan teknis tentang IT kepada masyarakat yang datang untuk mengurus administrasi ke kantor mengenai aplikasi DIGI MOBILE, serta pemeliharaan terkait sistem yang dilakukan secara berkesinambungan dan teratur.
