Abstract
ABSTRACT Problem Statement/Baground (GAP): The Department of Investment and One Door Integrated Services (DPMPTSP) is a government agency tasked with carrying out government affairs in the investment sector and one-stop integrated services which are the authority of the region and the co-administration tasks assigned to the regions. The problems experienced in licensing services are the lack of public understanding of licensing services, the utilization of the Public Service Mall is not maximized, and the uncertainty of issuing permits. The research method used by researchers is using a qualitative descriptive method with an inductive approach. Purpose: The aim of this study is to determine the licensing service strategy in DPMPTSP, Sragen Regency, Central Java Province Method: Furthermore, the data was collected from interview, observation, and documentation techniques then for data analysis through data reduction, data presentation, and drawing conclusions and using ASOCA data analysis (Ablility, Strength, Opportunities, Culture, Agility). Result: Licensing services in DPMPTSP Sragen Regency still have problems including the lack of understanding of the community, the location of licensing services, and the lack of certainty about the issuance of permits. However, DPMPTSP of Sragen Regency has handled it with the policies that have been implemented. Conclusion: From this study it can be concluded that the licensing services carried out by the DPMPTSP of Sragen Regency have not been running optimally. Due to the lack of public understanding of licensing services, the utilization of Public Service Malls has not been maximized, and there is uncertainty about the issuance of permits. Therefore, a strategy is needed to improve licensing services in the DPMPTSP of Sragen Regency, such as providing socialization to the public about licensing services, maximizing the utilization of Public Service Malls, and efforts to provide certainty about the time of issuance of permits. Keywords: ASOCA, Sragen Regency, Licensing Service Strategy ABSTRAK Permasalahan/Latar Belakang (GAP): Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) adalah instansi pemerintah yang bertugas melaksanakan urusan pemerintahan bidang penanaman modal dan pelayanan terpadu satu pintu yang menjadi kewenangan daerah dan tugas pembantuan yang diberikan kepada daerah. Permasalahan yang dialami dalam pelayanan 2 perizinan yaitu kurang pemahaman masyarakat terhadap pelayanan perizinan, pemanfaatan Mal Pelayanan Publik belum maksimal, dan ketidakpastian penerbitan izin. Tujuan: Tujuan dari penelitian ini untuk mengetahui strategi pelayanan perizinan di DPMPTSP Kabupaten Sragen Provinsi Jawa Tengah. Metode: Metode penelitian yang digunakan oleh peneliti yaitu menggunakan metode deskriptif kualitatif dengan pendekatan induktif. Selanjutnya, data yang dikumpulkan dengan menggunakan teknik wawancara, observasi, dan dokumentasi kemudian untuk analisis data melalui reduksi data, penyajian data, dan penarikan kesimpulan serta menggunakan analisis data ASOCA (Ablility, Strength, Opportunities, Culture, Agility). Hasil/Temuan: Pelayanan perizinan di DPMPTSP Kabupaten Sragen masih terdapat permasalahan meliputi kurangnya pemahaman masyarakat, tempat pelayanan perizinan, dan kurang adanya kepastian penerbitan izin. Namun DPMPTSP Kabupaten Sragen telah menanganinya dengan kebijakan-kebijakan yang diberlakukan. Kesimpulan: Penelitian ini dapat disimpulkan bahwa pelayanan perizinan yang dilakukan oleh DPMPTSP Kabupaten Sragen berjalan belum maksimal. Karena kurangnya pemahaman masyarakat terhadap pelayanan perizinan, pemanfaatan Mal Pelayanan Publik belum maksimal, dan ketidakpastian penerbitan izin. Oleh karena itu diperlukan strategi untuk meningkatkan pelayanan perizinan di DPMPTSP Kabupaten Sragen seperti memberikan sosialisasi kepada masyarakat tentang pelayanan perizinan, memaksimalkan pemanfaatan Mal Pelayanan Publik, dan usaha untuk memberikan kepastian waktu penerbitan izin.
