Abstract
ABSTRACT Problem/Background (GAP): The condition of uncontrolled population growth becomes a serious threat to regional growth imbalances if the problem of increasing population growth is not balanced with its control. The main factor in the formation of the KB Village in South Lampung is because there are still many villages with great potential but are being left behind and there is an increase in the population every year. Purpose: The purpose of this research is to find out whether a government program has been running effectively or not so that it can help the government evaluate the program so that it can be improved in the future. Method: This study uses descriptive research with a qualitative approach. The focus of the research is to describe the effectiveness of the Kampung KB program in controlling the rate of population growth by the Population Control and Family Planning Office of South Lampung Regency. Results/Findings: The results of this study are that the KB Village Program has been effective in controlling the rate of population growth in South Lampung Regency, it has been proven to have been running and has given results such as increasing couples of childbearing age using contraception, there are still obstacles, namely the lack of active participation from the community in support the Kampung KB program and the community still does not understand the importance of planning marriages, regulating the number of births, and so on. This causes the number of residents in South Lampung Regency to continue to increase in 2020 even though the percentage is decreasing. Conclusion: the KB Village program has been effective in controlling the rate of population growth in South Lampung Regency, it has been running quite well, but it is still not optimal, so it is hoped that this research can be of benefit to the Population Control and Family Planning Office of South Lampung Regency. Keywords: Effectiveness, Family Planning Village, Population Growth ABSTRAK Permasalahan/Latar Belakang (GAP): Kondisi pertumbuhan penduduk yang tidak terkendali menjadi suatu ancaman serius terhadap ketidakseimbangan pertumbuhan daerah apabila masalah kenaikan pertumbuhan penduduk tidak diimbangi dengan pengendaliannya. Faktor utama pembentukan Kampung KB di Lampung Selatan ialah dikarenakan masih banyak desa yang berpotensi besar tetapi menjadi yang tertinggal dan terjadi peningkatan jumlah penduduk di setiap tahunnya. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui suatu program pemerintah sudah berjalan efektif atau belum sehingga dapat membantu pemerintah mengevaluasi program tersebut agar dapat ditingkatkan di kemudian hari. Metode: Penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif. Yang menjadi fokus penelitian ialah mendeskripsikan efektivitas program Kampung KB dalam pengendalian laju pertumbuhan penduduk oleh Dinas Pengendalian Penduduk dan Keluarga Berencana Kabupaten Lampung Selatan. Hasil/Temuan: Hasil penelitian ini yaitu Program Kampung KB sudah efektif dalam mengendalikan laju pertumbuhan penduduk di Kabupaten Lampung Selatan, terbukti sudah berjalan dan memberikan hasil seperti mulai meningkatnya Pasangan Usia Subur yang menggunakan kontrasepsi, masih ada kendala yakni masih kurangnya partisipasi aktif dari masyarakat dalam mendukung program Kampung KB dan masyarakat masih belum paham akan pentingnya merencanakan pernikahan, mengatur jumlah kelahiran, dan lainnya. Hal ini menyebabkan masih meningkatnya jumlah penduduk di Kabupaten Lampung Selatan pada tahun 2020 meskipun persentasenya berkurang. Kesimpulan: program Kampung KB sudah efektif dalam mengendalikan laju pertumbuhan penduduk di Kabupaten Lampung Selatan sudah berjalan cukup baik akan tetapi masih belum optimal sehingga diharapkan dengan penelitian ini dapat bermanfaat bagi Dinas Pengendalian Penduduk dan Keluarga Berencana Kabupaten Lampung Selatan.
