Abstract
ABSTRACT Problem Statement/Background: The regional government is given the authority to carry out government affairs of one of its chosen sectors, namely Tourism to manage its potential and be used for the welfare of the community, the concept of halal tourism is a superior concept of tourism as a selling point of tourism in Banda Aceh City which can increase PAD as a source of regional revenue which is collected according to with local regulations. Purpose: The purpose of this research is to describe the development of halal tourism in increasing the PAD of the tourism sector in Banda Aceh City, and to describe the internal and external inhibiting factors in the development of halal tourism in increasing the PAD of the Banda Aceh City tourism sector, as well as to describe the efforts made by the Banda Aceh City Government. To overcome obstacles in the development of halal tourism in order to increase PAD. Method: This study uses a descriptive qualitative research method. In collecting data using data collection techniques in the form of interviews, observation, and documentation. In addition, the data analysis technique is carried out through three stages, namely data reduction, data presentation or display and conclusions. Result: From this study it was found that the development of halal tourism in increasing the PAD of the tourism sector has been maximized as seen from the achievement of the target, but it is still in the refinement stage of the halal tourism indicator, the development of halal tourism in increasing the PAD of the tourism sector has been maximized as seen from the achievement of the target, but still continues to be in the refinement stage of the halal tourism indicator. Conclusion: It can be concluded that the development of halal tourism in increasing the PAD of the tourism sector in Banda Aceh City has been carried out optimally through several indicators of the halal tourism, both management of tourist objects, provision of infrastructure and accessibility, and development of tourism human resources. ABSTRAK Permasalahan/Latar Belakang: Pemerintah daerah diberikan wewenang dalam melaksanakan urusan pemerintahan pilihan salah satu sektornya yaitu Pariwisata untuk dikelola potensinya dan dimanfaatkan bagi kesejahteraan masyarakat, konsep wisata halal menjadi konsep unggulan pariwisata sebagai nilai jual dari kepariwisataan di Kota Banda Aceh yang dapat meningkatkan pendapatan asli daerah (PAD) sebagai sumber penerimaan daerah yang dipungut sesuai dengan 2 peraturan daerah. Tujuan: Tujuan dari penelitin ini adalah untuk mendeskripsikan pengembangan wisata halal dalam meningkatkan PAD sektor pariwisata Kota Banda Aceh, dan mendeskripsikan faktor penghambat dari internal maupun eksternal dalam pengembangan wisata halal dalam meningkatkan PAD sektor pariwisata Kota Banda Aceh, serta untuk mendeskripsikan upaya yang dilakukan Pemerintah Kota Banda Aceh untuk mengatasi hambatan dalam pengembangan wisata halal guna meningkatkan PAD. Metode: Penelitian ini menggunakan metode penelitian kualitatif deskriptif. Dalam mengumpulkan data menggunakan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Selain itu, Teknik analisis data dilakukan melalui tiga tahapan yaitu reduksi data, penyajian atau display data dan kesimpulan. Hasil/Temuan: Dari penelitian ini ditemukan bahwa pengembangan wisata halal dalam meningkatkan PAD sektor pariwisata sudah maksimal terlihat dari tercapainya target, akan tetapi masih terus dalam tahapan penyempurnaan dari indikator wisata halal, pengembangan wisata halal dalam meningkatkan PAD sektor pariwisata sudah maksimal terlihat dari tercapainya target, akan tetapi masih terus dalam tahapan penyempurnaan dari indikator wisata halal. Kesimpulan: Dapat disimpulkan bahwa Pengembangan wisata halal dalam meningkatkan PAD sektor pariwisata Kota Banda Aceh sudah dilakukan dengan maksimal melalui beberapa indikator dari wisata halal tersebut, baik pengelolaan objek wisata, penyediaan sarana prasarana dan aksesibilitas, serta pengembangan sumber daya manusia wisata. Kata kunci: Pemerintahan Daerah, Pendapatan Asli Daerah, Pengembangan wisata halal.
