Abstract
ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of the low skills and creativity of coconut farming communities in processing the production of coconut plantations in Indragiri Hilir district. Purpose: The aim of this study was to determine the empowerment of coconut farmers including the inhibiting factors and efforts to overcome all forms of obstacles and challenges carried out by the Indragiri Hilir District Plantation Office. Method: This study uses a qualitative descriptive method related to empowerment according to the Mardikanto Theory. Data collection techniques were carried out through interview techniques (15 informants), observation, and documentation. Result: The findings obtained by the author in this study are that the empowerment of coconut farmers by the Department of Plantation of Indragiri Hilir district has been carried out according to the program that has been formed even though it has not been implemented optimally including in the form of counseling, construction of embankments, seed assistance, fertilizer assistance, and so on. This occurs because there are still constraints related to the limited budget, unsupported travel access, the lack of extension officers, and the lack of interest and willingness of the community. Conclusion: Empowerment of coconut farmers by the Department of Plantation of Indragiri Hilir district has been carried out according to the program that has been established even though it has not been implemented optimally. However, the service continues to try to overcome all forms of obstacles and challenges that occur. Therefore, in order to improve the standard of living of the people of the prosperous Indragiri Hilir district, it is important that there is good cooperation between the agency, the private sector, and the community that is well established so that it is also able to realize all forms of programs that have been formed by the service in the context of providing empowerment to coconut farmers. Keywords: Coconut Farmers, Empowerment, Standards of Living, Indragiri Hilir ABSTRAK Permasalahan/Latar Belakang (GAP) : Penulis berfoukus pada permasalahan masih rendahnya keterampilan dan kreativitas masyarakat petani kelapa dalam mengolah hasil produksi perkebunan kelapa yang ada di kabupaten Indragiri Hilir. Tujuan : Tujuan dari penelitian ini adalah untuk mengetahui pemberdayaan petani kelapa termasuk didalamnya faktor penghambat serta upaya dalam mengatasi segala bentuk hambatan serta tantangan yang dilakukan oleh Dinas Perkebunan kabupaten Indragiri Hilir. Metode : Penelitian ini menggunakan metode deskriptif kualitatif terkait pemberdayaan menurut Teori Mardikanto. Teknik pengumpulan data dilakukan melalui teknik wawancara(15 Informan), observasi, dan dokumentasi. Hasil/Temuan : Temuan yang diperoleh penulis dalam penelitian ini yaitu Pemberdayaan petani kelapa oleh Dinas Perkebunan kabupaten Indragiri Hilir telah dilaksanakan sebagaimana program yang telah dibentuk walaupun belum terlaksana secara maksimal diantaranya berupa penyuluhan, pembangunan tanggul, bantuan bibit, bantuan pupuk, dan lain sebagainya.. Hal tersebut dapat terjadi karena masih terkendala terkait anggaran yang masih terbatas, akses perjalanan yang kurang mendukung, petugas penyuluh yang masih kurang, dan minat serta keinganan masyarakat yang masih kurang. Kesimpulan : Pemberdayaan petani kelapa oleh Dinas Perkebunan kabupaten Indragiri Hilir telah dilaksanakan sebagaimana program yang telah dibentuk walaupun belum terlaksana secara maksimal. Namun dinas tetap terus berusaha mengatasi segalan bentuk hambatan serta tantangan yang terjadi. Oleh karena itu, guna meningkatkan taraf hidup masyarakat kabupaten Indragiri Hilir yang makmur penting adanya kerjasama baik antara dinas, swasta, maupun masyarakat yang terjalin dengan baik sehingga mampu pula mewujudkan segala bentuk program-program yang telah dibentuk dinas dalam rangka memberikan pemberdayaan kepada petani kelapa.
