Abstract
ABSTRACT Problem/Background (GAP): In this study, the main problem is that there are street children begging, busking, begging at crossroads, whereas it is clearly explained in the Regional Regulation of the City of Banjarmasin Number 12 of 2014 Concerning Handling of Homeless, beggars and prostitutes, article (4) states that are prohibited from carrying out vagrant and/or begging activities. Purpose : This thesis aims to find out and describe the control of street children by the Civil Service Police Unit, to find out and describe the inhibiting factors for controlling street children by the Civil Service Police Unit and to find out and describe the efforts in controlling street children by the Civil Service Police Unit.Method : This thesis uses a qualitative research method with a descriptive method through an inductive approach with analysis using the theory of discipline put forward by Retno Widjajanti. Data collection techniques used were interviews, observation and documentation and used data analysis techniques, namely data reduction, data presentation and conclusions. Result: The results of the study show that the Civil Service Police Unit has controlled street children at crossroads and the implementation of controlling street children also has several obstacles such as a lack of human resources, facilities and infrastructure and a lack of public awareness. Conclusion: The Civil Service Police Unit of Banjarmasin City has conducted routine patrols. However, street children are still often found at crossroads. Therefore the Regional Government must solve this street children problem as soon as possible, people who pass at crossroads must have high awareness of Regional Regulation Number 12 of 2014 article 5 that it is prohibited to give money to homeless people and beggars at crossroads, and street children must also have high awareness of the duties of the Civil Service Police Unit in enforcing rules and not being active at crossroads. Keywords: Controlling, Street Children, Civil Service Police Unit Permasalahan/Latar Belakang (GAP) : Dalam penelitian ini yang menjadi masalah utama adalah terdapat adanya anak jalanan yang meminta-minta, mengamen, mengemis di persimpangan jalan sedangkan sudah jelas diterangkan dalam Peraturan Daerah Kota Banjarmasin Nomor 12 Tahun 2014 Tentang Penanganan Gelandangan, pengemis, dan Tuna susila pasal (4) menyatakan dilarang melakukan kegiatan penggelandangan dan/atau pengemis. Tujuan : Skripsi ini bertujuan untuk mengetahui dan mendeskripsikan penertiban anak jalanan oleh Satuan Polisi Pamong Praja, untuk mengetahui dan mendeskripsikan faktor penghambat penertiban anak jalanan oleh Satuan Polisi Pamong Praja dan untuk mengetahui dan mendeskripsikan upaya dalam penertiban anak jalanan oleh Satuan Polisi Pamong Praja. Metode : Skripsi ini menggunakan metode penelitian kualitatif dengan metode deskriptif melalui pendekatan induktif dengan penganalisisan menggunakan teori penertiban yang dikemukakan oleh Retno Widjajanti. Teknik pengumpulan data yang digunakan yaitu wawancara, observasi dan dokumentasi serta menggunakan teknik analisis data yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan : Hasil penelitian menunjukkan bahwa Satpol PP telah melakukan penertiban terhadap anak jalanan yang ada di persimpangan jalan dan pelaksanaan penertiban anak jalanan juga terdapat beberapa hambatan seperti kurangnya sdm, sarana dan prasarana serta kurangnya kesadaran masyarakat. Kesimpulan : Satpol PP Kota Banjarmasin sudah melakukan patroli secara rutin. Akan tetapi anak jalanan masih banyak ditemukan di persimpangan jalan. Oleh karena itu Pemerintah Daerah harus segera mungkin menyelesaikan masalah anak jalanan ini, masyarakat yang melewati di persimpangan jalan harus memiliki kesadaran tinggi terhadap Peraturan Daerah Nomor 12 Tahun 2014 pasal 5 bahwa dilarang memberi uang kepada gelandangan dan pengemis dipersimpangan jalan, dan anak jalanan harus juga memiliki kesadaran yang tinggi terhadap tugas Satuan Polisi Pamong Praja dalam menegakkan aturan dan tidak beraktivitas di persimpangan jalan
