Abstract

ABSTRACT Problem/Background (GAP): the author focuses on implementing the Online Single Submission (OSS) system in obtaining licensing for micro, small and medium enterprises in Medan City, considering that there are still many business actors in Medan City who do not yet have a business license. Purpose: The purpose of this study was to identify and analyze the Implementation of the Online Single Submission (OSS) Application to facilitate licensing services for micro, small and medium enterprises in Medan City. Method: The research method used is descriptive qualitative research with an inductive approach. Data collection techniques used in this research are observation, interview and documentation techniques. Results/Findings: Based on the author's findings in the field using the snowball sampling technique, there are still business actors who do not have a business license and do not know that there is an Online Single Submission (OSS) system in obtaining business licenses. Conclusion: the conclusion of this study is that the implementation of the Online Single Submission (OSS) system at the Medan City Investment and One-Stop Service Office has been going well but still encounters several obstacles, namely on the Interpretation Dimension, namely the indicator of policy socialization and on the application dimension on the indicator supervision of service achievements, while the efforts made by the Medan City DPMPTSP have not been maximized because there are still programs that have not gone well. Keywords: Implementation, Online Single Submission system, Service ABSTRAK Permasalahan/Latar Belakang (GAP): penulis fokus pada pengimplementasian system Online Single Submission (OSS) dalam pengurusan perizinan usaha mikro kecil dan menengah di Kota Medan, mengingat masih banyaknya pelaku usaha di Kota Medan yang belum memiliki surat izin usaha. Tujuan: Tujuan penelitian ini adalah untuk mengetahui dan menganalisa Implementasi Aplikasi Online Single Submission (OSS) untuk mempermudah pelayanan perizinan usaha mikro kecil dan menengah di Kota Medan. Metode: Metode penelitian yang digunakan adalah penelitian secara kualitatif yang bersifat deskriptif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah teknik Observasi, Wawancara, dan Dokumentasi. Hasil/Temuan:.Berdasarkan hasil penemuan penulis dilapangan yang menggunakan Teknik snowball sampling masih ditemui pelaku usaha yang belum memiliki surat izin usaha dan belum mengetahui sudah adanya system Online Single Submission (OSS) dalam pengurusan surat izin usaha. Kesimpulan: kesimpulan pada penelitian ini adalah Implementasi sistem Online Single Submission (OSS) di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kota Medan sudah berjalan dengan baik namun masih menemui beberapa kendala, yaitu pada Dimensi Interpretasi yaitu indikator sosialisasi kebijakan dan pada dimensi aplikasi pada indikator pengawasan terhadap capaian pelayanan, sedangkan upaya yang dilakukan DPMPTSP Kota Medan belum maksimal karena masih ada program yang belum berjalan dengan baik.
