Abstract
ABSTRACT Problem Statement/Background (GAP): Subang district is the capital of Subang Regency where problems that often arise related to peace and order are regarding street hawking who are not in order, causing congestion, disturbed public facilities and disturbing pedestrian comfort because the sidewalks have changed their function to become selling places. To overcome this, the Civil Service Police Unit has carried out disciplinary activities, but the problem is still unresolved. Purpose: Based on this phenomenon, the author is interested in conducting research on how to regulate Street Hawking in Subang District and what factors hinder the ordering process and how to find solutions to the problem of Street Hawking in Subang District. This study aims to describe and analyze related to the regulation of street hawking, the inhibiting factors of regulation and efforts to find solutions to the problem of ordering street hawking. Method: In this study, researchers used the concept of control theory from Reto Widjajanti with two dimensions, namely direct and indirect control. The method used is qualitative descriptive with data collection techniques through interviews, observation and documentation with data analysis techniques data collection, data reduction, data presentation and conclusions.. Result: As a result, civil service police unit has carried out the control well, this is because the relocation place is limited, the legal basis is not strong enough and cooperation between related parties has not been established so that the results are not optimal. The inhibiting factors for regulation are inadequate facilities and infrastructure as well as local regulations that regulate street hawking that are not yet available. To solve the problem, the solution provided by civil service police unit is the design of a Regional Regulation that regulates Street Hawking and improved coordination between related parties so that the results can be maximized than before. Conclusion: The regulation of street hawking by Satpol PP in Subang District, Subang Regency, West Java Province, can be concluded that the regulation carried out by Satpol PP Subang Regency has gone well. ABSTRAK Permasalahan/Latar Belakang (GAP): Kecamatan Subang merupakan Ibu Kota dari Kabupaten Subang dimana permasalahan yang sering kali muncul terkait ketentraman dan ketertiban yaitu mengenai Pedagang Kaki Lima atau PKL yang tidak tertib sehingga menyebabkan kemacetan, 2 fasilitas umum yang terganggu dan mengganggu kenyamanan pejalan kaki karena trotoar yang beralih fungsi menjadi tempat berjualan. Untuk mengatasi hal tersebut, Satuan Polisi Pamong Praja sudah melaksanakan kegiatan penertiban, namun permasalahan tersebut masih belum terselesaikan.Tujuan: Berdasarkan fenomena tersebut, penulis tertarik untuk melakukan penelitian tentang bagaimana penertiban PKL di Kecamatan Subang dan faktor apa saja yang menjadi penghambat proses penertiban serta bagaimana upaya dalam mencari solusi permasalahan PKL di Kecamatan Subang. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis terkait penertiban PKL, faktor penghambat dari penertiban dan upaya dalam mencari solusi permasalahan penertiban PKL. Metode: Dalam penelitian ini, peneliti menggunakan konsep teori penertiban dari Reto Widjajanti dengan dua dimensi, yaitu penertiban langsung dan tidak langsung. Metode yang digunakan yaitu deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi dengan teknik anlisis data pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan: Satpol PP telah melaksanakan penertiban dengan baik, hal ini karena tempat relokasi yang terbatas, dasar hukum yang kurang kuat dan kerja sama antar pihak terkait yang belum terjalin sehingga hasilnya tidak maksimal. Faktor penghambat penertiban yaitu sarana dan prasaran yang kurang memadai serta Perda yang mengatur PKL yang belum tersedia. Untuk menyelesaikan permasalahan penertiban, solusi yang diberikan Satpol PP yaitu dengan dirancangnya Perda yang mengatur PKL serta koordinasi antar pihak terkait yang ditingkatkan agar hasil yang di dapat lebih maksimal dari sebelumnya. Kesimpulan: Penertiban PKL oleh Satpol PP di Kecamatan Subang Kabupaten Subang Provinsi Jawa Barat dapat disimpulkan bahwa penertiban yang dilakukan Satpol PP Kabupaten Subang sudah berjalan dengan baik.
