Abstract

ABSTRACT Problem Statement/Background (GAP): Employee Needs Analysis is carried out to determine the number of needs for employee formation in an organizational unit, but in the implementation of the Employee Needs Analysis there are still problems that cause the objectives of the Employee Needs Analysis based on Job Analysis are not achieved. Purpose: This research is to find out the implementation of employee needs analysis based on job analysis at the Investment Service One Stop Service in Situbondo Regency, to find out the obstacles in carrying out employee needs analysis, and to find out the efforts made to overcome these obstacles. Method: This qualitative research uses a descriptive method through an inductive approach. Data collection techniques using interview techniques, observation, and documentation. To analyze the data used data analysis techniques consisting of data reduction, data presentation, and drawing conclusions. Result: The results of the study show that the Employee Needs Analysis based on Position Analysis at the Investment Service One Stop Service in Situbondo Regency is still not optimal. Obstacles in its implementation are the availability of human resources which is still lacking both in terms of quantity and quality and the proposal for additional employees to fulfill position formations has not been approved by the Situbondo District Head. Conclusion: Efforts are being made to provide opportunities for ASNs to attend training, outreach and technical assistance. Regarding the lack of human resources, the Situbondo One-Stop Integrated Service Investment Service has coordinated with the Regional Civil Service Agency.
