Abstract
ABSTRACT Background: Forest and land fires in Riau Province are something that still occurs every year in the Riau Province region, in handling forest and land fires that occur, good and smooth coordination is needed by the Regional Disaster Management Agency of Riau Province with the District or City Government in Riau Province. Purpose :The aim of the research is to find out how the coordination of karhutla disaster management in the Riau Province region by BPBD Riau Province with the regency or city regional governments in Riau Province is going in an effort to maximize the handling of karhutla that occurs. This study uses the coordination theory put forward by Hasibuan (2014: 88) as an analytical knife which has 4 dimensions consisting of Unity of Action, Communication, Division of Labor and Discipline. Method: the method used in this study is the author's research using qualitative research methods, descriptive with an inductive approach. Data collection techniques through interviews, observation and documentation. In addition to analyzing the data using several steps, namely data reduction, data presentation, and drawing conclusions. Results and findings: The results of this study indicate that coordination in forest and land fire disaster management in the Riau Province region by the BPBD of Riau Province with the Regency or City Regional Governments in Riau Province has been going quite well and in accordance with Hasibuan's theory of coordination, but this coordination is still not optimally done. Conclusion: there are still several obstacles related to optimizing the handling of forest and land fires, especially in coordination related to the realization of the budget ceiling and existing infrastructure at BPBD Riau Province. Efforts made by the Provincial BPBD with the Regional Government to overcome some of the existing obstacles are coordinating with the district or city Regional Government regarding the realization of the budget in the following year and planning the operation of infrastructure facilities and carrying out activities that can encourage coordination itself such as regular coordination meetings, taking decisions in a transparent manner, joint monitoring and evaluation activities and implementation of the principle of decentralization. Keywords: Coordination, Disaster Management, Forest and Land Fires ABSTRAK Latar belakang : Kebakaran Hutan dan Lahan di Provinsi Riau merupakan hal yang setiap tahunnya masih terjadi di wilayah Provinsi Riau, dalam penanganan kebakaran hutan dan lahan yang terjadi di perlukan koordinasi yang baik dan lancar oleh Badan Penanggulangan Bencana Daerah Provinsi Riau dengan Pemerintah Daerah Kabupaten atau kota di Provinsi Riau. Tujuan penelitian untuk mengetahui bagaimana jalannya koordinasi penanggulangan bencana karhutla di wilayah Provinsi Riau oleh BPBD Provinsi Riau dengan Pemerintah Daerah kabupaten atau kota di Proviinsi Riau dalam upaya memaksimalkan penanganan karhutla yang terjadi. Penelitian ini menggunakan teori koordinasi yang dikemukakan oleh Hasibuan (2014:88) sebagai pisau analisis yang memiliki 4 Dimensi yang terdiri dari Kesatuan Tindakan, Komunikasi, Pembagian Kerja dan Disiplin. Metode : metode yang digunakan dalam penelitian ini adalah penelitian penulis menggunakan metode penelitian kualitatif, deskriptif dengan pendekatan induktif. Teknik pengumpulan data melalui wawancara, observasi serta dokumentasi. Selain itu untuk menganalisis data dengan menggunakan beberapa langkah yaitu reduksi data, penyajian data, dan menarik kesimpulan. Hasil dan temuan : Hasil penelitian ini menunjukkan koordinasi dalam penanggulangan bencana kebakaran hutan dan lahan di wilayah Provinsi Riau oleh BPBD Provinsi Riau dengan Pemerintah Daerah Kabupaten atau kota di Provinsi Riau sudah berjalan cukup baik dan sesuai dengan teori koordinasi oleh Hasibuan, namun koordinasi ini masih belum optimal dilakukan . Kesimpulan : masih ada beberapa kendala terkait pengoptimalan dalam penanganan karhutla terutama pada koordinasi terkait realisasi pagu anggaran serta sarana prasarana yang ada di BPBD Provinsi Riau. Upaya yang dilakukan oleh BPBD Provinsi dengan Pemerintah Daerah untuk mengatasi beberapa kendala yang ada ialah berkoordinasi dengan Pemerintah Daerah kabupaten atau kota terkait realisasi anggaran pada tahun selanjutnya dan merencanakan pengoperasionalan sarana prasarana serta melakukan kegiatan yang dapat mendorong koordinasi itu sendiri seperti rapat koordinasi secara rutin, pengambilan keputusan secara transparan, kegiatan monitoring serta evaluasi secara Bersama dan diterapkannya prinsip desentralisasi.
