Abstract
ABSTRACT This research is entitled "WOMEN'S PARTICIPATION IN HOUSEHOLD WASTE MANAGEMENT THROUGH THE WASTE BANK PROGRAM IN GIANYAR REGENCY". The focus of this study aims to describe the form of women's participation in the implementation of source-based waste management programs, find out the factors that influence the presence of women's participation in household waste management, and analyze efforts that can be made to increase women's participation in source-based waste management in Gianyar Regency. The research method used is a descriptive qualitative research method with an inductive approach, with data collection techniques through interviews, documentation, and observation. Based on the theory of research using the theory of community participation by Cohen and Uphoff where the level of participation consists of participation in decision making, participation in implementation, participation in expediency, and participation in evaluation, research results are obtained that show that women's participation is implemented optimally at the implementation and benefit stage. Factors influencing women's participation are the emergence of awareness to create a cleaner and healthier home environment as well as the ease and economic benefits of waste banks. Meanwhile, the factors that cause the low participation of women in the collection and evaluation stage are purely on the wishes of those who feel satisfied in the presence of waste bank programs, TPS 3R and Puspa Aman. The government's efforts to increase women's participation in order to be able to manage waste independently, environmental cadres from PKK members were formed to be able to provide understanding to women regarding source-based waste management, in addition to that cooperation with private parties engaged in environmental actions was also carried out so that the community, especially women, could receive assistance carried out by this private party, so that the source-based waste management program can be carried out in a sustainable manner. ABSTRAK Penelitian ini berjudul “PARTISIPASI PEREMPUAN DALAM PENGELOLAAN SAMPAH RUMAH TANGGA MELALUI PROGRAM BANK SAMPAH DI KABUPATEN GIANYAR”. Fokus penelitian ini bertujuan untuk mendeskripsikan bentuk partisipasi perempuan pada pelaksanaan program pengelolaan sampah berbasis sumber, mengetahui faktor-faktor yang mempengaruhi hadirnya partisipasi perempuan dalam pengelolaan sampah rumah tangga, serta menganalisis upaya yang dapat dilakukan untuk meningkatkan partisipasi perempuan dalam pengelolaan sampah berbasis sumber di Kabupaten Gianyar. Adapun metode penelitian yang digunakan adalah metode penelitian kualitatif deskriptif dengan pendekatan induktif, dengan teknik pengumpulan data melalui wawancara, dokumentasi, dan observasi. Berdasarkan teori penelitian dengan menggunakan teori partisipasi masyarakat oleh Cohen dan Uphoff dimana tingkat partisipasi terdiri dari partisipasi dalam pengambilan keputusan, partisipasi dalam pelaksanaan, partisipasi dalam kemanfaatan, dan partisipasi dalam evaluasi, diperoleh hasil penelitian yang menunjukkan bahwa partisipasi perempuan terimplementasikan dengan maksimal pada tahap pelaksanaan dan kemanfaatan. Faktor yang mempengaruhi partisipasi perempuan adalah timbulnya kesadaran untuk menciptakan lingkungan rumah yang lebih bersih dan sehat serta kemudahan dan keuntungan ekonomi dari bank sampah. Sedangkan faktor yang meyebabkan rendahnya partisipasi perempuan dalam tahap pengambilan dan evaluasi murni atas keinginan mereka yang merasa telah puas dalam kehadiran program bank sampah, TPS 3R dan Puspa Aman. Upaya pemerintah untuk meningkatkan partisipasi perempuan agar mampu mengelola sampah secara mandiri maka dibentuklah kader lingkungan yang berasal dari anggota PKK agar mampu memberikan pemahaman kepada perempuan terkait pengelolaan sampah berbasis sumber, disamping itu kerjasama dengan pihak swasta yang bergerak dalam aksi lingkungan juga dilakukan agar masyarakat terutama perempuan dapat menerima pendampingan yang dilakukan pihak swasta ini, sehingga program pengelolaan sampah berbasis sumber mampu terlaksana secara berkelanjutan.
