Abstract

ABSTRACT (in english) Problem Statement/Background (GAP): Alcoholic drinks are a type of drink that contains ethanol or can be called grain alcohol. Alcohol abuse is a health problem as well as a social problem in the community because alcohol consumers have a pattern of consuming alcohol at a higher level which will have a negative impact on their health. In fact, it is often found in Merauke Regency that alcoholic beverages are found in almost all people's parties, traditional events and even youth gatherings. The Merauke Regency Government, through this regional regulation, wants the level of alcohol consumption in Merauke Regency to be controlled so as to create an orderly and safe community life. Purpose: The purpose of this study was to find out, analyze and describe the monitoring of the circulation of alcoholic beverages by the Civil Service Police Unit in Merauke Regency, South Papua Province, the inhibiting factors and efforts to overcome these obstacles. Method: This study used a qualitative research design with descriptive methods and inductive approaches. Data collection techniques were carried out by observation, interviews, and documentation. In this study, the informants were determined through purposive and snowball sampling techniques. The data analysis technique is carried out by data reduction, data presentation, and drawing conclusions. Result:The results of the research were analyzed using the theory of Supervision according to Rahayu Relawati (2012) which consists of 4 (four) dimensions, namely the standard setting stage, monitoring the implementation of activities, comparison of the implementation of activities with standards, corrective action/evaluation which shows that the Civil Service Police Unit of Merauke Regency has carry out supervision as appropriate in accordance with applicable policies and operational standards. However, in its implementation there are still some obstacles such as the lack of adequate infrastructure and there is still a lot of intervention from external parties. Conclusion: Supervision activities that have been carried out by the Civil Service Police Unit on the Distribution of Alcoholic Beverages in Merauke Regency have been carried out in accordance with the applicable Operational Standards, but this implementation has not been maximized. In order to overcome the obstacles experienced, it is suggested that Satpol PP together with related parties must remain consistent in supervising the enforcement of Regional Regulation Number 8 of 2014 to all levels of society in order to create peace and public order in Merauke Regency. Keywords: Supervision, Civil Service Police Unit, Regional Regulation, Alcoholic Beverages   ABSTRAK (in bahasa) Permasalahan/Latar Belakang (GAP): Minuman Beralkohol merupakan jenis minuman yang didalamnya terkandung etanol atau bisa disebut grain alkohol. Penyalahgunaan alkohol merupakan masalah Kesehatan sekaligus menjadi permasalahan sosial di lingkungan masyarakat sebab konsumen alkohol mempunyai pola konsumsi alkohol yang tingkatannya lebih berat yang akan memberikan dampak buruk bagi Kesehatan tubuhnya. Pada kenyataannya, seringkali di Kabupaten Merauke didapati adanya minuman beralkohol hampir di seluruh pesta rakyat, acara adat bahkan perkumpulan pemuda. Pemerintah Kabupaten Merauke melalui peraturan daerah tersebut menghendaki agar tingkat konsumsi alkohol di Kabupaten Merauke dapat terkendali sehingga mampu menciptakan kehidupan masyarakat yang tertib dan aman. Tujuan: Tujuan penelitian ini adalah untuk mengetahui, menganalisis dan mendeskripsikan terkait pengawasan peredaran minuman beralkohol oleh Satuan Polisi Pamong Praja di Kabupaten Merauke Provinsi Papua Selatan, faktor penghambat serta upaya untuk mengatasi hambatan tersebut. Metode: Penelitian ini menggunakan desain penelitian kualitatif dengan metode deskriptif dan pendekatan induktif. Teknik pengumpulan data dilakukan dengan observasi, wawancara, dan dokumentasi. Dalam penelitian ini informan ditentukan melalui teknik purposive dan snowball sampling. Teknik analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian yang dianalisis menggunakan teori Pengawasan menurut Rahayu Relawati (2012) yang terdiri dari 4 (empat) dimensi yaitu tahap penetapan standar, memonitor pelaksanaan kegiatan, perbandingan pelaksanaan kegiatan dengan standar, tindakan koreksi/evaluasi yang menunjukan bahwa Satuan Polisi Pamong Praja Kabupaten Merauke sudah melakukan pengawasan sebagaimana mestinya sesuai dengan kebijakan da standar operasional yang berlaku. Namun dalam pelaksanaannya masih ditemukan beberapa hambatan seperti kurangnya sarana prasarana yang memadai dan masih banyak terdapat intervensui dari pihak eksternal. Kesimpulan: Kegiatan Pengawasan yang telah dilaksanakan oleh Satuan Polisi Pamong Praja terhadap Peredaran Minuman Beralkohol di Kabupaten Merauke telah dilaksanakan sesuai dengan Standar Operasional yang berlaku, namun pelaksanaan tersebut belumlah maksimal. Guna mengatasi hambatan yang dialami disarankan agar Satpol PP bersama pihak-pihak terkait harus tetap konsisten dalam dalam melakukan pengawasan tentang Penegakan Peraturan Daerah Nomor 8 Tahun 2014 kepada seluruh lapisan masyarakat demi terciptanya ketentraman dan ketertiban umum Di Kabupaten Merauke.
