Abstract
ABSTRACT The author focuses on the problem given the rise of public complaints about the volume of waste, especially plastic waste, which continues to increase. Purpose: The purpose of this research is to find out and analyze the implementation of the SIDARLING Application, the obstacles in its implementation and the efforts of the Denpasar City Environment and Sanitation Service in overcoming obstacles. Methods: This study uses a descriptive qualitative method with an inductive approach and an analysis of the E-Government theory from Richardus Eko Indrajit. Data collection techniques using in-depth interviews (16 informants), documentation and observation. Results/Findings: there are internal and external obstacles in implementing the SIDARLING Application, such as technical and digital infrastructure that must be improved, the SIDARLing Application budget must be more efficient and Human Resources and Apparatus must be improved. Conclusion: shows that the implementation of the SIDARLING application has been carried out properly. However, its application in society is still not optimal. Even though there are several obstacles, DLHK City of Denpasar continues to strive to be able to overcome obstacles in order to improve the quality of the SIDARLING Application. Keywords: Application of E-Government, Plastic Waste Management, SIDARLING Application ABSTRAK Penulis berfokus pada permasalahan mengingat maraknya keluhan masyarakat terhadap volume sampah khususnya sampah plastik yang terus meningtkat. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui dan menganalisis penerapan Aplikasi SIDARLING, hambatan dalam pelaksanaanya dan upaya Dinas Lingkungan Hidup dan Kebersihan Kota Denpasar dalam mengatasi hambatan. Metode: Penelitian ini menggunakan metode kualitatif deskriptif dengan pendekatan induktif dan analisis terhadap teori E-Government dari Richardus Eko Indrajit. Teknik pengumpulan data dengan menggunakan wawancara mendalam (16 informan), dokumentasi dan observasi. Hasil/Temuan: terdapat hambatan internal dan eksternal dalam penerapan Aplikasi SIDARLING, seperti infrastruktur teknis dan digital yang harus di perbaiki, anggaran Aplikasi SIDARLIng yang harus lebih efisien dan Sumber Daya Manusia dan Aparatur yang harus ditingkatkan. Kesimpulan: menunjukkan bahwa penerapan Aplikasi SIDARLING sudah terlaksana dengan baik. Namun, dalam penerapannya dimasyarakat masih belum optimal. Meskipun terdapat beberapa hambatan namun DLHK Kota Denpasar terus berupaya agar dapat mengatasi hambatan agar dapat meningkatkan kualitas Aplikasi SIDARLING.
