Abstract
ABSTRACK Problem Statement/Background: Micro, Small, and Medium Enterprises can be said to be the businesses of the community that exist to this day. Since the Covid-19 pandemic has existed until now, economic conditions have slumped where MSMEs really feel the impact, in an effort to recover the economy of the MSME community, it is hoped that they can be the best alternative. Purpose: the purpose of this paper is to find out how far the empowerment of MSMEs is to increase PAD in an effort to recover the economy and the inhibiting factors faced in empowering MSMEs. Method: In this paper, the method is descriptive qualitative with an inductive approach and data collection techniques, namely Observation, Interview, and Documentation. Results/Findings:based on the observations that have been made, it can be concluded that efforts to recover the community's economy from the Covid-19 pandemic carried out by the MSME sector have not been carried out optimally, this is because there are still obstacles that prevent MSMEs from being empowered. Conclusion: Business facilities on a regular basis given as assistance by the Jambi City Cooperative and SME Manpower Office, as well as MSME actors who are able to maintain and care for their business facilities properly. Market access has now been carried out together with third parties and is expected to be evenly distributed among all MSMEs so that economic recovery can be realized immediately. The Jambi City Government, in this case the Jambi City Manpower, Cooperatives and UKM Office, has tried to always support various innovations from MSME actors so that they always exist to run their businesses. From looking at the conditions in the field, the author also gives advice to the Jambi City Manpower, Cooperatives and UKM Office so that it is better to provide assistance to MSME actors regularly and intensively and professionally so that people's mindsets can change if the government is not the party in power above, but the community is also the one who together move up. Keywords: Empowerment, PAD, MSMEs ABSTRAK Permasalahan/Latar Belakang (GAP): Usaha Mikro, Kecil, dan Menengah bisa dibilang usaha dari masyarakat yang sangat eksis sampai saat ini. kondisi ekonomi mengalami keterpurukan dimana UMKM sangat merasakan dampaknya, dalam upaya Meningkatkan Pendapatan Asli Daerah masyarakat UMKM sangat diharapkan dapat menjadi alternatif terbaik. Tujuan:tujuan penulisan ini yaitu untuk mengetahui seberapa jauh Optimalisasi UMKM dalam upaya Meningkatkan Pendapatan Asli Daerah dan Faktor penghambat yang dihadapi dalam Optimalisasi UMKM. Metode: Dalam penulisan ini metode nya adalah deskriptif kualitatif dengan pendekatan induktif dan teknik pengumpulan data yaitu Observasi, Wawancara, dan Dokumentasi. Hasil/Temuan: berdasarkan dari pengamatan yang sudah dilakukan, dapat disimpulkan bahwa upaya Meningkatkan Pendapatan Asli Daerah dilakukan oleh sektor UMKM belum dilaksanakan secara maksimal, hal ini dikarenakan masih terdapat kendala- kendala yang menghambat UMKM untuk dioptimalisasikan. Kesimpulan: Fasilitas usaha secara rutin diberikan sebagai bantuan oleh Dinas Tenaga Kerja Koperasi serta UKM Kota Jambi, serta pelaku UMKM mampu menjaga serta merawat fasilitas usahanya dengan baik. Akses pasar saat ini sudah dilaksanakan bersama dengan pihak ketiga serta diharapkan dapat merata pada semua UMKM supaya Meningkatkan Pendapatan Asli Daerah dapat terwujud dengan segera. Pemerintah Kota Jambi dalam hal ini Dinas Tenaga Kerja, Koperasi dan UKM Kota Jambi telah berupaya agar selalu mendukung berbagai inovasi-inovasi dari para pelaku UMKM supaya selalu eksis menjalankan usahanya. Dari melihat kondisi dilapangan, penulis juga memberikan saran kepada Dinas Tenaga Kerja, Koperasi dan UKM Kota Jambi agar baiknya dilakukan pendampingan kepada para pelaku UMKM secara rutin dan intensif serta professional agar mindset masyarakat dapat berubah jika Pemerintah bukan pihak yang berkuasa diatas, namun masyarakat juga yang bersama sama bergerak keatas.
