Abstract
ABSTRACT Problems/background (GAP): Sexual violence is defined as any sexual act, attempt to perform a sexual act, comments or suggestions for sexual behavior that are unintentional or otherwise, an act of violation to have sexual intercourse by coercion against someone. The sexual violence that occurred created unrest in the community, especially in Bone Bolango Regency. Therefore, the government organizes activities for handling victims of sexual violence at the P3AP2KB Social Service. Purpose: The purpose of this research is to formulate an appropriate strategy in handling victims of sexual violence against women and children at the P3AP2KB Social Service Method: what the researchers used was a qualitative descriptive method. In collecting research data, researchers carried out several techniques including interview techniques, observation, documentation, SOAR questionnaires and data analysis using SOAR analysis. The results: The findings that the researchers got while conducting the research were that victims of sexual violence or local people who were initially afraid to report are now more courageous to report incidents of sexual violence by being given an understanding of sexual violence. The increasing number of victims of sexual violence is not a failure for the P3AP2KB Social Service, but rather the result of the implemented strategy that uncovers cases of violence that occurred in Bone Bolango District. Conclusion: based on the research that has been carried out, researchers can conclude that the handling of victims of sexual violence in Bone Bolango District has been running according to the strategy, although there are several obstacles ranging from the budget to the people who are still afraid to report sexual violence. As for suggestions from researchers to make an application that can facilitate the P3AP2KB Social Service for online socialization media, not only directly but also online, and can also be used for reporting media. Keywords: Sexual Violence, Handling, P3AP2KB Social Service, SOAR Analysis ABSTRAK Latar belakang permasalahan (GAP): Kekerasan seksual didefenisikan sebagai setiap tindakan seksual, usaha melakukan tindakan seksual, komentar atau menyarankan untuk berperilaku seksual yang tidak disengaja ataupun sebaliknya, tindakan pelanggaran untuk melakukan hubungan seksual dengan paksaan kepada seseorang. Kekerasan seksual yang terjadi membuat keresahan di tengah masyarakat khususnya di Kabupaten Bone Bolango. Oleh karena itu pemerintah menyelenggarakan kegiatan penanganan korban kekerasan seksual pada Dinas Sosial P3AP2KB. Tujuan: Tujuan penelitian ini adalah Untuk merumuskan Strategi yang tepat dalam penanganan korban kekerasan seksual terhadap perempuan dan anak pada Dinas Sosial P3AP2KB Metode: yang peneliti gunakan ialah metode deskriptif kualitatif. Dalam pengumpulan data penelitian Peneliti melakukan beberapa teknik diantaranya ialah teknik wawancara, observasi, dokumentasi, kuesioner SOAR dan penganalisisan data dengan menggunakan analisis SOAR. Hasil penelitian/Temuan: Temuan yang peneliti dapatkan selama melaksanakan penelitian yaitu korban kekerasan seksual ataupun masyarakat setempat yang awalnya takut melaporkan sekarang sudah lebih berani untuk melaporkan kejadian kekerasan seksual dengan dikasih pemahaman tentang kekerasan seksual. Jumlah korban kekerasan seksual yang terus meningkat bukanlah suatu kegagalan bagi Di Dinas Sosial P3AP2KB, melainkan hasil dari Strategi yang dilaksanakan bahwa bisa mengungkap kasus-kasus kekerasan yang terjadi di Kabupaten Bone Bolango Kesimpulan: berdasarkan penelitian yang telah dilaksanakan dapat peneliti simpulkan bahwa penanganan korban kekerasan seksual di Kabupaten Bone Bolango telah berjalan sesuai strategi, Meskipun terdapat beberapa hambatan mulai dari anggaran sampai masyarakat yang masih takut untuk melaporkan kekerasan seksual. Adapun saran dari peneliti untuk membuat aplikasi yang dapat memudahkan Dinas Sosial P3AP2KB untuk media sosialisasi online, bukan hanya secara langsungnamun juga bisa lewat online, dan juga bisa dimanfaatkan untuk media pelaporan.
