Abstract

ABSTRACT Problem Statement/Background (GAP): The "SIPADEK" application (Office Administration Service Information System) is an office correspondence administration service application in which there are various features that can be utilized, including disposition of digital letters, incoming and outgoing letters, making letters, searching letters, initials and digital signatures, archives letters and agendas. Purpose: The purpose of this study is to analyze and describe the implementation of Smart Governance through the "SIPADEK" application at the PUPR Office of Jambi City, identify the inhibiting factors, and efforts to optimize its implementation. Method: The purpose of this study is to analyze and describe the implementation of Smart Governance through the "SIPADEK" application at the PUPR Office of Jambi City, identify the inhibiting factors, and efforts to optimize its implementation. Result: The findings obtained by the author in this study indicate that it has gone well and has fulfilled the Smart Governance research indicators put forward by Nam Tae Woo, namely participation, leadership, cooperation/partnership, communication, accountability, transparency, services and integration and data exchange. However, in its implementation, obstacles were found, namely slow employee ability and lack of employee interest in operating applications, unstable data network capabilities, and limited file upload capacity. Conclusion: Smart Governance through the SIPADEK application can be carried out by improving the implementation of the "SIPADEK" application as well as data network capabilities and system capabilities, in addition to re-optimizing application implementation by correcting existing deficiencies and solving problems so that government tasks will continue to run well. Keywords: Smart Governance , "SIPADEK" Application , Letter Administration Information System ABSTRAK Permasalahan/Latar Belakang (GAP): Aplikasi “SIPADEK” (Sistem Informasi Pelayanan Administrasi Perkantoran) adalah aplikasi pelayanan administrasi surat menyurat perkantoran yang didalamnya terdapat berbagai fitur yang dapat dimanfaatkan antara lain disposisi surat digital, surat masuk dan keluar, membuat surat, pencarian surat, paraf dan tanda tangan digital, arsip surat dan agenda acara.Tujuan: Tujuan dari penelitian ini adalah untuk menganalisis dan mendeskripsikan pelaksanaan Smart Governance melalui aplikasi “SIPADEK” di Dinas PUPR Kota Jambi, mengindentifikasi faktor penghambatnya, serta upaya dalam mengoptimalkan pelaksanaannya. Metode: The purpose of this study is to analyze and describe the implementation of Smart Governance through the "SIPADEK" application at the PUPR Office of Jambi City, identify the inhibiting factors, and efforts to optimize its implementation.Hasil/Temuan: Temuan yang diperoleh penulis dalam penelitian ini menunjukkan telah berjalan dengan baik dan sudah memenuhi indikator penelitian Smart Governance yang dikemukakan Nam Tae Woo yaitu partisipasi, kepemimpinan, kerjasama/kemitraan, komunikasi, akuntabilitas, transparansi, layanan dan integrasi serta pertukaran data. Namun pada pelaksanaannya ditemukan hambatan yaitu kemampuan pegawai lamban dan minat pegawai kurang dalam pengoperasian aplikasi, kemampuan jaringan data yang kurang stabil, dan kapasitas upload file yang terbatas.. Kesimpulan: Smart Governance melalui aplikasi SIPADEK dapat dilakukan dengan meningkatkan kembali pelaksanaan dalam penggunaan aplikasi “SIPADEK” ini serta kemampuan jaringan data dan kemampuan sistemnya, selain itu di optimalkan kembali pelaksanaan aplikasi dengan cara memperbaiki kekurangan yang ada dan menyelesaikan permasalahan agar tugas pemerintahan akan tetap berjalan dengan baik.
