Abstract
ABSTRACT Problem Statement/Background (GAP): Children are part of a society that needs to be protected. In order to comply with children's rights, the government has established the Child-Worthy Regency/City Program (KLA) to comply with the government's child protection obligations. One of the districts that actively participates and supports the implementation of the Child-Worthy Regency program is the Sukoharjo Regency. The basis for the implementation of this program was stipulated in the Sukoharjo Regional Regency Regulation Number 12 of 2020 on Child-Worthy Regency. Several activities were carried out in the implementation of this program, even Sukoharjo Regency received several awards in this program. However, in its implementation, there are still cases or problems related to the fulfillment of children's rights, such as cases of violence against children, cases of short stature and cases of early marriage. Purpose: The aim of this study is to discover how to evaluate the implementation of this regional regulation, as well as to discover the supporting and inhibiting factors for the implementation of this regional regulation in the Sukoharjo Regency. Method: The method used by the researcher in this study is a descriptive qualitative research method with an inductive approach. The data collection techniques used by the researchers are interviews, observations, documentation and data triangulation. The data analysis techniques that researcher use are data collection, data reduction, data display, and drawing conclusions. Result: The results of this study show that, in general, the implementation of the Child-Worthy Regency Program (KLA) in Sukoharjo Regency has been in line with the needs or rights of children and existing regulations, but there are still some shortcomings that require improvements to be more ideal in the fulfillment of children's rights. Conclusion: In general, the implementation of the Child-Worthy Regency Program (KLA) in the Sukoharjo Regency has been carried out in accordance with the needs or rights of children and existing regulations, but there are still some deficiencies that require improvements to be more optimal in fulfilling the rights of children. There are supportive and inhibiting factors in the implementation of the Sukoharjo Regency Regional Regulations on Child-Worthy Regency in Fulfilling the Rights of the Child.Keywords: Evaluation, Program, Child-Worthy Regency, Child Rights Fulfillment. ABSTRAK Permasalahan/Latar Belakang (GAP): Anak merupakan bagian dari masyarakat yang perlu dilindungi haknya. Dalam rangka pemenuhan hak anak, pemerintah menetapkan Program Kabupaten/Kota Layak Anak (KLA) guna melaksanakan kewajiban pemerintah dalam perlindungan anak. Salah satu kabupaten yang aktif berpartisipasi dan mendukung pelaksanaan program Kabupaten Layak Anak adalah Kabupaten Sukoharjo. Dasar pelaksanaan program ini telah ditetapkan dalam Peraturan Daerah Kabupaten Sukoharjo Nomor 12 Tahun 2020 tentang Kabupaten Layak Anak. Telah dilaksanakan berbagai kegiatan dalam penerapan program ini, bahkan Kabupaten Sukoharjo telah menerima beberapa kali penghargaan pada program ini. Namun, dalam pelaksanaannya masih ditemukan kasus atau permasalahan yang berhubungan dengan pemenuhan hak anak, seperti kasus kekerasan terhadap anak, kasus stunting, dan kasus pernikahan dini. Tujuan: Tujuan penelitian ini adalah untuk mengetahui bagaimana evaluasi pelaksanaan peraturan daerah ini, serta mengetahui faktor pendukung dan penghambat pelaksanaan peraturan daerah ini di Kabupaten Sukoharjo. Metode: Metode yang peneliti gunakan dalam penelitian ini adalah metode penelitian kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan oleh peneliti adalah wawancara, observasi, dokumentasi, dan triangulasi data. Teknik analisis data yang peneliti gunakan adalah pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Hasil penelitian ini menunjukkan bahwa secara umum pelaksanaan Program Kabupaten Layak Anak (KLA) di Kabupaten Sukoharjo sudah berjalan sesuai dengan kebutuhan atau hak anak dan peraturan yang ada, tetapi masih terdapat beberapa kekurangan yang memerlukan peningkatan agar lebih maksimal dalam pemenuhan hak anak. Kesimpulan: Secara umum pelaksanaan Program Kabupaten Layak Anak (KLA) di Kabupaten Sukoharjo sudah berjalan sesuai dengan kebutuhan atau hak anak dan peraturan yang ada, tetapi masih terdapat beberapa kekurangan yang memerlukan peningkatan agar lebih maksimal dalam pemenuhan hak anak. Terdapat faktor pendukung dan faktor penghambat dalam pelaksanaan Peraturan Daerah Kabupaten Sukoharjo tentang Kabupaten Layak Anak ini dalam Pemenuhan Hak Anak.
