Abstract
ABSTRAK Program Kampung Keluarga Berkualitas (KB) merupakan satu dari beberapa Program Kependudukan yang dicanangkan Oleh Bapak Presiden Joko Widodo pada Tanggal 14 Januari 2016. Program ini sendiri memiliki Tujuan yakni mengendalikan Kuantitas Penduduk, menekan Jumlah Angka kelahiran serta meningkatkan Kualitas Hidup Masyarakat khususnya di tingkat RT/RW atau melalui program KKBPK dan bidang pembangunan lainnya untuk mewujudkan keluarga kecil yang berkualitas, bahagia dan sejahtera. Program Kampung KB masuk ke Provinsi Sumatera Utara pada Tahun 2016, diantara 33 Desa di setiap Kabupaten/Kota yang ada di Sumatera Utara, Desa yang dicanangkan tingkat Provinsi salah satunya merupakan Desa Percut, Kecamatan Percut Sei Tuan, Kabupaten Deli Serdang dan menjadi Desa Percontohan. Berdasarkan Hal tersebut penulis mengambil Judul “EVALUASI PROGRAM KAMPUNG KELUARGA BERKUALITAS DI KECAMATAN PERCUT SEI TUAN KABUPATEN DELI SERDANG PROVINSI SUMATERA UTARA”. Penelitian ini dalam penulisan bertujuan untuk mengetahui bagaimana Program Kampung KB berjalan serta bagaimana Evaluasi nya di Kampung KB Kecamatan Percut Sei Tuan. Selanutnya penulis ingin melihat apakah Kampung KB memiliki peran dan pengaruh yang signifikan dalam meningkatkan Kualitas hidup Masyarakat serta bagaimana berjalannya Program Kampung KB di salah satu Desa di Kecamatan Percut Sei Tuan yang menjadikan Desa tersebut Desa Percontohan bagi seluruh Kampung KB di Sumatera Utara. Pada penelitian tentang Program Kampung KB ini penulis analisis dengan menggunakan Teknik Reduksi Data, Penyajian Data, dan Penarikan Kesimpulan dimana Data-data tersebut diperoleh penulis dari Lapangan dalam bentuk Hasil Observasi, Hasil Wawancara, dan Hasil Dokumentasi. Penulisan penelitian ini menggunakan Desain Kualitatif Deskriptif. Selanjutnya pada analisis Evaluasi Kebijakan tersebut penulis memilih untuk menggunakan teori milik Suchman 1967. Kemudian dapat penulis simpulkan bahwa Evaluasi Program Kampung KB yang berjalan di Desa Tanjung Rejo, Kecamatan Percut Sei Tuan, Kabupaten Deli Serdang, Provinsi Sumatera Utara sudah berjalan cukup baik tetapi ada beberapa kekurangan terutama pada Infrastruktur yang berdampak pada Petani dan Nelayan, serta akses keluar dan masuk di Desa Tanjung Rejo. Selain itu pada Program ini tetap perlu adanya peningkatan Kerja sama Lintas Sektor dan peningkatan Kesadaran Masyarakat itu sendiri. ABSTRACT The Quality Family Village (KB) Program is one of several Population Programs launched by President Joko Widodo on January 14, 2016. This program itself has the goal of controlling population quantity, reducing birth rates and improving the quality of life of the community, especially at the RT/RT level. RW or through the KKBPK program and other development fields to create quality, happy and prosperous small families. The KB Village Program entered North Sumatra Province in 2016, among 33 villages in each district/city in North Sumatra, one of the villages that was launched at the provincial level was Percut Village, Percut Sei Tuan District, Deli Serdang Regency and became a pilot village. Based on this, the author took the title "EVALUATION OF QUALITY FAMILY VILLAGE PROGRAM IN PERCUT SEI TUAN DISTRICT, DELI SERDANG REGENCY, NORTH SUMATRA PROVINCE". This research in writing aims to find out how the KB Village Program is running and how the evaluation is in KB Village, Percut Sei Tuan District. Next, the author wants to see whether KB Village has a significant role and influence in improving the quality of life of the community and how the KB Village Program is running in one of the villages in Percut Sei Tuan District which has made the village a model village for all KB villages in North Sumatra. In research on the KB Village Program, the authors analyzed using Data Reduction Techniques, Data Presentation, and Drawing Conclusions where the data were obtained by the authors from the field in the form of Observation Results, Interview Results, and Documentation Results. Writing this research using Descriptive Qualitative Design. Furthermore, in the Policy Evaluation analysis, the writer chose to use Suchman's 1967 theory. Then the writer can conclude that the Evaluation of the Family Planning Village Program which is running in Tanjung Rejo Village, Percut Sei Tuan District, Deli Serdang Regency, North Sumatra Province has been going quite well, but there are several deficiencies, especially in infrastructure that has an impact on farmers and fishermen, as well as access to and out of Tanjung Rejo village. Apart from that, this program still needs to increase Cross-Sectoral Cooperation and increase Community Awareness itself.
