Abstract

ABSTRACT Problem Statement/Background (GAP): This research was carried out against the background of the author's interest in what matters supported several employees of the Bandar Lampung City DPRD Secretariat in participating in the training program and what hindered other employees. As well as whether there have been any efforts that have been made by the Secretariat of DPRD Bandar Lampung City, Lampung Province. Purpose: The purpose of this research is to determine the competence of the state civil apparatus at the Secretariat of the Bandar Lampung City DPRD. Methods: In this study, the authors used qualitative research with descriptive techniques and an inductive approach. The informants in this study consisted of the Council Secretary, Head of the General Section, Head of Planning and Finance, Head of Administrative and Personnel Subdivision, Head of Planning and Finance Subdivision, and DPRD Secretariat Staff. Data obtained through observation, documentation, and interviews with informants. Results: The results of research show that the competency of the State Civil Apparatus at the Board Secretary is quite good. However, there are obstacles encountered by the Secretary of the Board when increasing the competence of his employees, namely the low motivation of the apparatus in increasing competence and the lack of a budget allocated by the government. Conclusions: All the efforts made by the Secretariat of the Bandar Lampung City DPRD have been quite good in increasing the competence of its employees. However, some problems still require extra attention from the government. Keywords: Competency, The State Civil Apparatus. ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini dilaksanakan dengan latar belakang ketertarikan penulis mengenai perihal apa saja yang mendukung beberapa pegawai Sekertariat DPRD Kota Bandar Lampung telah mengikuti program diklat, dan apa yang menghambat para pegawai lainnya. Serta apakah sudah ada upaya yang telah dilakukan oleh Sekertariat DPRD Kota Bandar Lampung Provinsi Lampung. Tujuan: Tujuan dilaksanakannya penelitian ini yaitu untuk mengetahui bagaimana kompetensi yang dimiliki aparatur sipil negara pada Sekertariat DPRD Kota Bandar Lampung. Metode: Pada penelitian ini, penulis menggunakan jenis penelitian kualitatif dengan teknik deskriptif, juga dengan pendekatan induktif. Informan dalam penelitian ini terdiri dari Sekretaris Dewan, Kepala Bagian Umum, Kepala Bagian Perencanaan Dan Keuangan, Kepala Sub Bagian Tata Usaha Dan Kepegawaian, Kepala Sub Bagian Perencanaan Dan Keuangan, serta Staf Sekertariat DPRD. Data yang didapatkan melalui observasi, dokumentasi, dan wawancara kepada informan. Hasil/Temuan: Hasil penelitian dilapangan menunjukkan bahwa Kompetensi Aparataur Sipil Negara pada Sekretaris Dewan sudah cukup baik. Namun adanya kendala yang dijumpai Sekretaris Dewan ketika meningkatkan kompetensi karyawannya yaitu rendahnya motivasi aparatur dalam meningkatkan kompetensi serta minimnya anggaran yang dialokasikan pemerintah. Kesimpulan dan saran: Segala upaya yang dilakukan oleh Sekertariat DPRD Kota Bandar Lampung sudah cukup baik dalam peningkatan kompetensi pegawainya, akan tetapi memang masih ada beberapa permasalahan yang membutuhkan perhatian ekstra dari pemerintahan.
