Abstract
ABSTRACT Problems/Background (GAP): The background to writing this thesis is the many cases of child abuse in Parepare City. Purpose: Compiled to find out and describe the obstacles employees of the Women's Empowerment and Child Protection Office have in handling cases of child abuse in the City of Parepare. In this study, researchers used the barrier theory as a guide in research. Method: The research method used is a qualitative research method with an inductive approach. While the data collection techniques used are interviews and documentation. The informants interviewed were the Head of the Women's Empowerment and Child Protection Service, the Secretary to the Women's Empowerment and Child Protection Office, the Head of the women's and child protection sector, the Head of the general and employment sub-section, the Sub-Coordinator of fulfilling children's rights and protection, Supervisors for the Protection of Women and Children, Staff of the protection of women and children, and society (children or parents of child victims of violence). Results/Findings: The results of the study show that employees of the Parepare City Empowerment and Child Protection Office have various kinds of obstacles in carrying out their work including internal obstacles, namely a lack of employees, positions that do not match their expertise and inadequate infrastructure and external obstacles, namely complaints by the community which are hampered due to intimidated, socialization to the community is still lacking, lack of coordination of cooperation between employees of the Parepare City Women's Empowerment and Child Protection Service and the Parepare City Police, supervision in the community which is classified as lacking. Conclusion: Based on the research that has been done, it can be concluded that the obstacles to employees of the Office of Women's Empowerment and Child Protection in handling cases of child abuse are divided into two, namely internal obstacles and external obstacles. Keywords: Barriers, Employees, Violence, Child Protection ABSTRAK Permasalahan/Latar Belakang (GAP) : Hal yang melatarbelakangi penulisan skripsi ini adalah banyaknya kasus kekerasan anak di Kota Parepare. Tujuan : Disusun guna mengetahui dan mendeskripsikan hambatan pegawai Dinas Pemberdayaan Perempuan dan Perlindungan Anak dalam menangani kasus kekerasan anak di Kota Parepare. Dalam penelitian ini peneliti menggunakan teori hambatan sebagai pemandu dalam penelitian. Metode : Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan induktif. Sedangkan teknik pengumpulan data yang digunakan adalah wawancara dan dokumentasi. Informan yang diwawancarai adalah Kepala Dinas Pemberdayaan Perempuan dan Perlindungan Anak, Sekretaris Dinas Pemberdayaan Perempuan dan Perlindungan Anak, Kepala bidang perlindungan perempuan dan anak, Kepala sub bagian umum dan kepegawaian, Sub Koordinator pemenuhan hak dan perlindungan anak, Pengawas Perlindungan Perempuan dan Anak, Staf bidang perlindungan perempuan dan anak, dan Masyarakat (anak atau orang tua dari anak korban kekerasan). Hasil/Temuan : Hasil penelitian menunjukan bahwa pegawai Dinas Pemberdayaan dan Perlindungan Anak Kota Parepare memiliki berbagai macam hambatan dalam menjalankan pekerjaannya diantaranya hambatan internal yaitu kurangnya pegawai, jabatan tak sesuai keahlian dan sarana prasarana yang kurang memadai serta hambatan eksternal yaitu pengaduan oleh masyarakat yang terhambat karena terintimidasi, sosialisasi ke masyarakat yang masih kurang, kurangnya koordinasi kerja sama antara pegawai Dinas Pemberdayaan Perempuan dan Perlindungan Anak Kota Parepare dengan Polres Kota Parepare, pengawasan di masyarakat yang tergolong kurang. Kesimpulan : Berdasarkan penelitian yang telah dilakukan dapat disimpulkan bahwa hambatan pegawai Dinas Pemberdayaan Perempuan dan Perlindungan Anak dalam menangani kasus kekerasan anak terbagi dua yaitu hambatan internal dan hambatan eksternal.
