Abstract
ABSTRACT ( in english ) Problems/Background (GAP): This tourist object is named the Tamborasi bath by the local community because it is considered to have its own uniqueness, namely the designation of the shortest river in the world. With this uniqueness, local and non-local people often make visits to this area both for recreation and for research purposes. Purpose : This study aims to determine the implementation of policies for developing the tourism potential of the Tamborasi River, knowing the supporting and inhibiting factors in the implementation of tourism potential development policies. Tamborasi River, as well as to find out the efforts made to overcome obstacles in the implementation of policies for developing the tourism potential of the Tamborasi River in Kolaka Regency, Southeast Sulawesi Province. Methods: The sampling technique in this study used purposive sampling. This type of research is qualitative with data collection using the interview method. Results/Findings: the findings obtained by the authors in this study are that there are several supporting factors in the implementation of the Tamborasi River development policy, namely the synergy between the government and the local community, facilities and infrastructure have been completed by the government and will be cared for by the Tamborasi River manager. However, there are inhibiting factors, namely the distance to the Tamborasi river which is relatively far away, visitors who damage the Tamborasi river facilities are still found, there are no souvenirs typical of the Tanborasi river that can be traded. Several efforts have been made, namely building tourist attractions, building tourist accessibility, completing advice and infrastructure on the Tamborasi River, and empowering local communities to increase awareness, capacity, access, and the role of the community, both individually and in groups, in advancing quality of life , independence, and prosperity through tourism activities. Conclusion: The implementation of the Tamborasi River Tourism Potential Development Policy in Tamborasi Village, Kolaka Regency, Southeast Sulawesi Province has been carried out well but still needs some improvement in the dimensions of communication, bureaucratic structure, and disposition according to Edward III's theory Keywords: Policy Implementation, Tamborasi River, Tourism Potential ABSTRAK ( in bahasa ) Permasalahan/Latar Belakang(GAP) :Obyek wisata ini diberi nama permandianTamborasi oleh masyarakat setempat karena dinilai memiliki keunikan tersendiri yakni dengan adanya sebutan sungai terpendek di dunia. Dengan keunikan tersebut, maka masyarakat lokal maupun non lokal sering mengadakan kunjungan ke daerah ini baik bersifat rekreatif maupun untuk tujuan penelitian.Tujuan : Penelitian ini bertujuan untuk mengetahui implementasi kebijakan pengembangan potensi Wisata Sungai Tamborasi, mengetahui faktor pendukung dan penghambat dalam implementasi kebijakan pengembangan potensi Wisata Sungai Tamborasi, serta untuk mengetahui upaya yang dilakukan untuk mengatasi hambatan dalam implementasi kebijakan pengembangan potensi Wisata Sungai Tamborasi di Kabupaten Kolaka Provinsi Sulawesi Tenggara. Metode : Teknik pengambilan sampel dalam penelitian ini menggunakan purposive sampling. Jenis penelitian ini yaitu kualitatif dengan pengumpulan data menggunakan metode wawancara. Hasil/Temuan : temuan yang diperoleh penulis dalam penelitian ini ialah terdapat beberapa faktor pendukung dalam implementasi kebijakan pengembangan sungai tamborasi yaitu adanya sinergi antara pemerintah dan masyarakat setempat, fasilitas sarana dan prasarana telah dilengkapi oleh pemerintah dan akan dirawat oleh pengelola sungai tamborasi. Namun terdapat faktor penghambat yaitu jarak sungai tamborasi yang tergolong jauh, masih ditemukan pengunjung yg merusak fasilitas sungai tamborasi, belum terdapat cindera mata khas sungai tanborasi yang dapat diperjual belikan. Beberapa upaya telah dilakukan yaitu membangun daya tarik wisata, membangun aksesibilitas wisata, melengkapi saran dan prasarana di sungai tamborasi, serta dilakukan pemberdayaan masyarakat setempat guna untuk meningkatkan kesadaran, kapasitas, akses, dan peran masyarakat, baik secara individu maupun kelompok, dalam memajukan kualitas hidup, kemandirian, dan kesejahteraan melalui kegiatan Kepariwisataan. Kesimpulan : Implementasi Kebijakan Pengembangan Potensi Wisata Sungai Tamborasi Di Desa Tamborasi Kabupaten Kolaka Provinsi Sulawesi Tenggara telah dilaksanakan dengan baik namun masih perlu beberapa peningkatan pada dimensi komunikasi,struktur birokrasi, dan disposisi sesuai dengan teori edward III Kata kunci : Implementasi Kebijakan, Sungai Tamborasi, Potensi Wisata
