Abstract
ABSTRACT Problem Statement/Background (GAP): Homeless people are people who live in conditions that do not meet standards. Beggars are people who earn their income by begging in public places using all means to ask for the sympathy of others. The rampant presence of homeless people and beggars disrupts the situation of residents, hinders the smooth flow of traffic, and damages the beauty of urban planning. Purpose: The aim of this research is to find out the forms of policing that are carried out to reduce the presence of homeless people and beggars. Methods: This research uses descriptive research with a qualitative approach using the theory of discipline from Retno Widjajanti. Data collection techniques were carried out by interview, observation, and documentation methods. The focus of this research is to describe the implementation of controlling homeless people and beggars by the Civil Service Police Unit in Metro City. Result: The results of this study are the implementation of controlling homeless people and beggars by the Civil Service Police Unit, namely the implementation of control mechanisms by taking a persuasive approach and providing motivation not to beg, conducting location patrols, increasing human resource capacity so that it has an impact on performance, coordinating with social services related to skills development and provide strict sanctions. Efforts carried out by the Civil Service Police Unit to suppress the presence of homeless people and beggars in policing are repairing infrastructure to support site patrols, coordinating related cooperation between the Social Service and Satpol PP, providing technical assistance to members in order to improve their performance capabilities on policing. Conclusion: With this activity, it is concluded that the control of homeless and beggars by the Civil Service Police Unit of Metro City has not been carried out properly because there are still homeless and beggars found during raid patrols. Keywords: Satpol PP, Controlling, Homeless and Beggars ABSTRAK Permasalahan/Latar Belakang (GAP): Gelandangan merupakan seseorang yang hidup dengan kondisi tidak memenuhi standar. Pengemis merupakan orang yang memperoleh pendapatan mengemis ditempat umum menggunakan segala cara untuk meminta simpati orang lain. Kehadiran gelandangan dan pengemis yang merajalela mengganggu situasi warga, menghambat kelancaran lalu lintas, serta merusak keindahan tata kota. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui bentuk penertiban yang dilakukan guna mengurangi keberadaan gelandangan dan pengemis. Metode: Penelitian ini menggunakan penelitian deskriptif dengan pendekatan kualitatif serta teori penertiban dari Retno Widjajanti. Teknik pengumpulan data yang dilakukan dengan metode wawancara, observasi, dan dokumentasi. Yang menjadi fokus penelitian ialah mendeskripsikan pelaksanaan penertiban gelandangan dan pengemis oleh Satuan Polisi Pamong Praja di Kota Metro. Hasil/Temuan: Hasil penelitian ini yaitu pelaksanaan penertiban gelandangan dan pengemis oleh Satuan Polisi Pamong Praja yaitu berupa pelaksanaan mekanisme penertiban dengan melakukan pendekatan secara persuasif dan memberikan motivasi untuk tidak mengemis, melakukan patroli lokasi, meningkatkan kapasitas sdm supaya memberikan dampak terhadap kinerja, koordinasi dengan dinas sosial terkait pembinaan keterampilan serta memberikan sanksi tegas. Upaya yang dilaksanakan oleh Satuan Polisi Pamong Praja untuk menekan keberadaan gelandangan dan pengemis dalam penertiban melakukan perbaikan sarana prasarana unutk mendukung patroli lokasi, melakukan koordinasi terkait kerjasama antara Dinas Sosial dan Satpol PP, melakukan bimbingan teknis kepada anggota agar meningkatkan kemampuan kinerja terhadap penertiban. Kesimpulan: Dengan adanya kegiatan tersebut maka disimpulkan bahwa penertiban gelandangan dan pengemis oleh Satuan Polisi Pamong Praja Kota Metro belum terlaksana dengan baik karena masih ditemukan gelandangan dan pengemis pada saat patroli razia.
