Abstract

Problems/Background (GAP): This research is motivated by the Community Satisfaction Standards for Population Document services at the Population and Civil Registration Office of Pamekasan Regency, which still need improvement so that the service for issuing population documents is easier, simpler, and more effective. Purpose: to provide an overview of the implementation of the SIP PAK KADES program in population administration services in Pamekasan Regency, the supporting and inhibiting factors and the efforts of the Population and Civil Registration Office of Pamekasan Regency in dealing with obstacles to the implementation of the SIP PAK KADES Program. Method: descriptive qualitative method with an inductive approach, with data collection techniques that are collected by interviewing 16 informants, observation, and documentation. Results/Findings: The findings that the researchers obtained in the study are that the SIP PAK KADES really helps the community in facilitating the management of population administration because the community does not need to come to the Pamaekasan Regency Population and Civil Registration Service because with this program the community only needs to come to the village/kelurahan office. Conclusion: Based on the results of this study it can be concluded that the implementation of the SIP PAK KADES Program can be said to be good based on 4 factors from the theory used even though there are still some obstacles in implementing the SIP PAK KADES Program such as not being able to operate if there is internet network disruption, Not being able to print KIA or KTPel directly at the village/kelurahan office, and not all villages/kelurahan in Pamekasan Regency have implemented this program. Keywords: Implementation, SIP PAK KADES Program, Population Administration Permasalahan/Latar Belakang (GAP): Penelitian ini dilatar belakangi oleh Standar Kepuasan Masyarakat terhadap layanan Dokumen Kependudukan di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pamekasan yang masih perlu peningkatan agar pelayanan penerbitan dokumen kependudukan semakin mudah, sederhana, dan efektif. Tujuan: memberi gambaran tentang implementasi program SIP PAK KADES dalam pelayanan administrasi kependudukan di Kabupaten Pamekasan, faktor-faktor yang menjadi pendukung dan penghambat dalam serta upaya dari Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pamekasan dalam menangani hambatan pelaksanaan Program SIP PAK KADES. Metode: metode kualitatif deskriptif dengan pendekatan induktif, dengan teknik pengumpulan datanya yaitu dikumpulkan dengan cara mewawancarai informan yang berjumlah 16 orang, observasi, dan dokumentasi. Hasil/Temuan: Temuan yang peneliti dapat dalam penelitian adalah SIP PAK KADES ini sangat membantu masyarakat dalam memudahkan kepengurusan administrasi kependudukan karena masyarakat tidak perlu datang ke Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pamaekasan karena dengan adanya program ini masyarakat cukup datang ke kantor desa/kelurahan saja. Kesimpulan: Berdasarkan hasil penelitian ini dapat disimpulkan bahwa implementasi Program SIP PAK KADES dapat dikatakan baik dinilai berdasarkan 4 faktor dari teori yang digunakan walaupun masih ada beberapa hambatan dalam pelaksanaan Program SIP PAK KADES seperti tidak dapat beroperasi jika terjadi gangguan jaringan internet, Belum bisa mencetak KIA atau KTPel langsung di kantor desa/kelurahan, dan belum semua desa/kelurahan di Kabupaten Pamekasan yang menerapkan program ini.
