Abstract
ABSTRACT Problem: The flood disaster in the Bowobado District, Deiyai Regency, Central Papua Province, still occurs frequently every year, caused by heavy rains without stopping for weeks or even months causing the rivers in the Bowobado District to overflow and also allegedly due to the presence of the PT AL company, which carrying out illegal logging, it becomes the target of flood disasters. Purpose: this research was conducted to find out how the performance of the Deiyai District Regional Disaster Management Agency in flood disaster management and to find out what obstacles and efforts were made by the Deiyai District Regional Disaster Management Agency. Method: The research method used by researchers in this study is a descriptive qualitative research method with interview, observation and documentation techniques. Results: The performance of the Regional Disaster Management Agency in managing floods in Bowobado District, Deiyai Regency, Central Papua Province, is generally quite good. In this case, based on research results, BPBD Deiyai district is always responsive and active in handling all disasters that occur in Bowobado District and throughout Deiyai district. Conclusion: The results of this study conclude that the performance of the Regional Disaster Management Agency in managing floods in Bowobado District, Deiyai Regency, Central Papua province is generally quite good. In this case, based on the results of research on 7 research indicators, however, there are several indicators that have not been said to be good enough because the handling of the emergency response is not optimal because there are several areas far from the city center or the Deiyai BPBD Office such as the Bowobado District for this reason. in the emergency response experienced difficulties Keywords: BPBD performance, flood disaster management ABSTRAK Permasalahan : Bencana banjir di Distrik Bowobado kabupaten Deiyai Provinsi papua Tengah masih sering terjadi di setiap tahunnya di sebabkan oleh hujan deras tanpa henti berminggu-minggu bahkan bulan mengakibatkan kali-kali yang ada di Distrik Bowobado meluap dan juga diduga akibat kehadiran perusahaan PT AL, yang melakukan penebangan hutan secara liar maka menjadi sasaran terjadinya bencana banjir. Tujuan : penelitian ini di lakukan untuk mengetahui bagaimana kinerja Badan Penanggulangan Bencana Daerah kabupaten Deiyai dalam penanggulangan bencana banjir serta mengetahui apa saja hambatan dan upaya yang di lakukan Badan Penanggulangan Bencana Daerah kabupaten Deiyai. Metode : Metode penelitian yang di gunakan peneliti dalam penelitian ini ialah metode penelitian kualitatif deskriptif dengan teknik wawancara, observasi dan dokumentasi. Hasil Temuan : Kinerja Badan Penanggulangan Bencana Daerah dalam penanggulangan Bencana Banjir di Distrik Bowobado Kabupaten Deiyai provinsi papua Tengah secara umum cukup baik. Dalam hal ini berdasarkan hasil penelitian, BPBD kabupaten Deiyai selalu respon dan aktif dalam penanganan segala bencana yang terjadi di Distrik Bowobado serta seluru kabupaten Deiyai. Kesimpulan : Hasil dari penelitian ini menyimpulkan bahwa Kinerja Badan Penanggulangan Bencana Daerah dalam penanggulangan Bencana Banjir di Distrik Bowobado Kabupaten Deiyai provinsi papua Tengah secara umum cukup baik. Dalam hal ini berdasarkan hasil penelitin pada 7 indikator penelitian, namun ada beberapa indikator yang belum di katakana cukup baik karena dalam penanganan pada bidang tanggap darurat kurang maksimal karena ada beberapa daerah yang jauh dari pusat kota atau Dinas BPBD Deiyai seperti Distrik Bowobado untuk itu dalam penanganan pada tanggap darurat mengalami kesulitan Kata kunci : Kinerja BPBD, penanggulangan bencana banjir
