Abstract
ABSTRACT Problem Statements/Background (GAP): Effectiveness of Public Order and Peace Patrols by the Civil Service Police Unit in Trenggalek Regency, East Java Province is a study that originated from a problem of the emergence of violations of peace and public order in the community of Trenggalek Regency continuously even though the implementation of the patrols was carried out by the Civil Service Police Unit Trenggalek Regency has been carried out routinely. Peace and public order patrols carried out by the Civil Service Police Unit are activities carried out to maintain situations and conditions so as to create security, peace and order in a community environment. Purpose: The purpose of this research is to determine the effectiveness of peace and public order patrols by the Civil Service Police Unit in Trenggalek Regency, East Java Province. Method: This study uses effectiveness theory put forward by Duncan in Steers (1985). The method used in this study uses a qualitative descriptive method by providing an overview of facts and also existing data in the field through data collection techniques, namely observation, interview and documentation techniques. The sampling technique in this study used purposive sampling and snowball sampling. Result: The results of this study indicate that implementation of peace and public order patrols by the Civil Service Police Unit in Trenggalek Regency has not been effective. Conclusion: Implementation of peace and public order patrols by the Civil Service Police Unit in Trenggalek Regency has not been effective because it has not reached the target of conducting patrols, namely the creation of zero actions to control violations of peace and public order. As for the author's suggestion for the Civil Service Police Unit of Trenggalek Regency, it is hoped that the Civil Service Police Unit of Trenggalek Regency will increase the quantity and quality of employees of the Civil Service Police Unit of Trenggalek Regency. In addition, it is necessary to update the damaged facilities and infrastructure, and it is hoped that the Civil Service Police Unit of Trenggalek Regency will take stricter action against violators of peace and public order in order to get a more deterrent effect and not repeat the same violations. Keywords: effectiveness, peace, public order, patrols, civil service police unit ABSTRAK Permasalahan/Latar Belakang (GAP): Efektivitas Patroli Ketentraman dan Ketertiban Umum oleh Satuan Polisi Pamong Praja di Kabupaten Trenggalek Provinsi Jawa Timur merupakan penelitian yang berawal dari suatu permasalahan munculnya pelanggaran terhadap ketentraman dan ketertiban umum di lingkungan masyarakat Kabupaten Trenggalek secara terus-menerus padahal pelaksanaan patroli yang dilakukan oleh Satuan Polisi Pamong Praja Kabupaten Trenggalek telah dilakukan secara rutin. Patroli ketentraman dan ketertiban umum yang dilakukan oleh Satuan Polisi Pamong Praja merupakan kegiatan yang dilakukan guna memelihara situasi dan kondisi sehingga terciptanya keamanan, ketentraman, dan ketertiban di suatu lingkungan masyarakat. Tujuan: Tujuan dari penelitian ini adalah untuk mengetahui efektivitas patroli ketentraman dan ketertiban umum oleh Satuan Polisi Pamong Praja di Kabupaten Trenggalek Provinsi Jawa Timur. Metode: Penelitian ini menggunakan teori efektivitas yang dikemukakan oleh Duncan dalam Steers (1985). Metode yang digunakan dalam penelitian ini menggunakan metode deskriptif kualitatif dengan memberikan gambaran fakta dan juga data yang ada di lapangan melalui teknik pengumpulan data yaitu teknik observasi, wawancara, dan dokumentasi. Teknik pengambilan sampel dalam penelitian ini menggunakan purposive sampling dan snowball sampling. Hasil/Temuan: Hasil dari penelitian ini menunjukkan bahwa pelaksanaan patroli ketentraman dan ketertiban umum oleh Satuan Polisi Pamong Praja di Kabupaten Trenggalek dapat dikatakan belum efektif. Kesimpulan: Pelaksanaan patroli ketentraman dan ketertiban umum oleh Satuan Polisi Pamong Praja di Kabupaten Trenggalek dapat dikatakan belum efektif karena belum mencapai target pelaksanaan patroli yaitu terciptanya zero tindakan penertiban terhadap pelanggaran ketentraman dan ketertiban umum. Adapun saran penulis untuk Satuan Polisi Pamong Praja Kabupaten Trenggalek yaitu diharapkan Satuan Polisi Pamong Praja Kabupaten Trenggalek untuk meningkatkan kuantitas serta kualitas pegawai Satuan Polisi Pamong Praja Kabupaten Trenggalek. Selain itu, perlu adanya pembaruan terhadap sarana dan prasarana yang mengalami kerusakan, serta diharapkan Satuan Polisi Pamong Praja Kabupaten Trenggalek untuk melakukan tindakan yang lebih tegas bagi pelanggar ketentraman dan ketertiban umum agar mendapatkan efek yang lebih jera dan tidak mengulangi pelanggaran yang sama.
