Abstract
ABSTRACT Problems/Background (GAP): The background to writing this thesis is that there are still many teachers in West Kotawaringin Regency who have not been certified. Purpose: Compiled to find out and analyze the performance of the Department of Education and Culture in accelerating teacher certification, to identify and analyze the supporting and inhibiting factors for the performance of the Office of Education and Culture in accelerating teacher certification, as well as to identify and analyze the efforts made in overcoming the inhibiting factors of performance the apparatus of the Department of Education and Culture in accelerating teacher certification. In this research, the researcher uses the performance theory put forward by Dwiyanto (2008) which consists of 5 (five) indicators, namely productivity, community satisfaction, responsibility, responsiveness, and accountability. Method: The research method used is a qualitative descriptive research method with an inductive approach. while the data collection techniques used are documentation, observation and interviews. The informants interviewed were the Head of the Education and Culture Office, the Secretary of the Education and Culture Office, the Head of the Personnel Development Division, the Head of the PAUD Education and Development Section, the Head of the Elementary School Education and Development Section, the Head of the Middle School Education and Development Section, PAUD, SD and SMP teachers. . Results/Findings: The results of the research that has been conducted are that the indicators used to measure performance have been implemented properly by the Education Office, but there are still many obstacles in the field that hinder the process of accelerating teacher certification, such as many teachers who do not meet the requirements to obtain certification. , there is a certification quota, the internet signal is still not good in some areas and others. Conclusion: Based on the research that has been done, it can be concluded that the performance of the Department of Education and Culture in accelerating certification has been good, but the acceleration of this certification is very dependent on the ability of the teachers themselves and the quotas given by the government every year. Keywords: Apparatus performance, acceleration, teacher certification, ABSTRAK Permasalahan/Latar Belakang (GAP): Hal yang melatarbelakangi penulisan skripsi ini adalah masih banyaknya guru di Kabupaten Kotawaringin Barat yang belum tersertifikasi. Tujuan: Disusun guna mengetahui dan menganalisis kinerja aparatur Dinas Pendidikan dan Kebudayaan dalam mempercepat sertifikasi guru, untuk mengetahui dan menganalisis faktor pendukung dan penghambat kinerja aparatur Dinas Pendidikan dan Kebudayaan dalam mempercepat sertifikasi guru, serta untuk mengetahui dan menganalisis upaya yang dilakukan dalam mengatasi faktor penghambat kinerja aparatur Dinas Pendidikan dan Kebudayaan dalam mempercepat sertifikasi guru. Didalam peneliti ini peneliti menggunakan teori kinerja yang di kemukakan oleh Dwiyanto (2008) yang terdiri dari 5 (lima) indikator yaitu produktifitas, kepuasan masyarakat, responsibilitas, responsivitas, dan akuntabilitas. Metode: Metode penelitian yang digunakan adalah metode penelitian deskriptif kualitatif dengan pendekatan induktif . sedangkan Teknik pengumpulan data yang digunakan adalah dokumentasi, observasi dan wawancara. Informan yang di wawancarai adalah Kepala Dinas Pendidikan dan Kebudayaan , Sekretaris Dinas Pendidikan dan Kebudayaan , Kepala Bidang Pembinaan Ketenagaan, Kapala Seksi Pendidikan dan pembinaan PAUD, Kapala Seksi Pendidikan dan pembinaan SD, Kapala Seksi Pendidikan dan pembinaan SMP, Guru PAUD, SD, dan SMP . Hasil/Temuan: Hasil dari penelitian yang telah dilakukan adalah indikator-indikator yang digunakan untuk mengukur kinerja sudah dilaksanakan dengan baik oleh Dinas Pendidikan namun masih ada banyak kendala di lapangan yang menghambat proses percepatan sertifikasi guru tersebut seperti banyak guru yang belum memenuhi syarat dalam mendapatkan sertifikasi, adanya kuota sertifikasi, sinyal internet yang masih kurang baik di beberapa daerah dan lainnya. Kesimpulan:Berdasarkan penelitian yang sudah dilakukan dapat disimpulkan bahwa kinerja aparatur Dinas Pendidikan dan Kebudayaan dalam mempercepat sertifikasi sudah baik , tapi percepatan sertifikasi ini sangat bergantung dengan kemampuan guru itu sendiri dan kuota yang diberikan oleh pemerintah setiap tahunnya.
