Abstract
ABSTRACT Problem Statement/Background (GAP): There are still some residents in Batam City who have not taken care of making and changing their death certificate. Batam City Government in collaboration with the sub-district government in Batam City is making efforts to increase the level of death certificate ownership for residents. Purpose: This prompted the author to research "Service Accessibility in death certificate Ownership at the Department of Population and Civil Registration of Batam City" which aims to determine the ease with which residents obtain services for making death certificate, to find out the factors that cause the low attention of the population in take care of death certificate, and know the efforts to overcome these problems. Method: The research method used is a descriptive method with an inductive approach. Data collection techniques used were interviews, observations and documentation with information, namely the Head of the Population and Civil Registration Service, Head of Batam City Population Registration Division, Head of the Population Identity Section and all employees of the Population and Civil Registration Service and residents who received services. The data used include primary and secondary data with data analysis techniques, namely data reduction, data presentation and conclusion drawing. Result: Based on the analysis conducted, it is found that the facilities provided by the Department of Population and Civil Registration of Batam City for residents are still very lacking. This can be seen from the difficult transportation to get to the Dinas and the very long distances, the costs incurred for the residents are not small. As a result, many residents are lazy to take care of the death certificate issue. Conclusion: For the accessibility of the population in obtaining death certificate services in Batam City, the authors suggest that the Department of Population and Civil Registration of Batam City can further maximize socialization to residents about the importance of death certificate and what needs to be brought in managing a death certificate, procuring supporting facilities such as official ship to display the ball pick-up program between balls, so that good service can be created for residents. Keywords: Accessibiity, Service, death certificate Abstrak Permasalahan/Latar Belakang (GAP): Upaya untuk meningkatkan tingkat kepemilikan Akta Kematian bagi penduduk. Hal tersebut mendorong Penulis untuk meneliti “Aksesibilitas Pelayanan Kepemilikan Akta Kematian Pada Dinas Kependudukan dan Pencatatan Sipil Kota Batam” Tujuan : Untuk mengetahui faktor-faktor yang menyebabkan rendahnya tingkat kepedulian penduduk dalam mengurus Akta Kematian, dan mengetahui upaya-upaya dalam mengatasi masalah tersebut. Metode : Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi dan dokumentasi dengan informan yaitu Kepala Dinas Kependudukan dan Pencatatan Sipil, Kepala Bidang Pendaftaran Penduduk Akta Kematian, Kepala Seksi Identitas Penduduk dan seluruh pegawai Dinas Kependudukan dan Pencatatan Sipil serta penduduk penerima pelayanan. Data yang digunakan meliputi data primer dan sekunder dengan teknik analisis data yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil/Temuan : Berdasarkan analisis yang dilakukan maka diperoleh kesimpulan bahwa kemudahan yang diberikan oleh Dinas Kependudukan dan Pencatatan Sipil Kota Batam kepada penduduk masih sangat kurang. Dilihat dari sulitnya transportasi untuk sampai ke Dinas serta jarak yang sangat jauh, biaya yang dikeluarkan penduduk pun tidak sedikit. Akibatnya banyak penduduk yang malas untuk mengurus masalah Akta Kematian. Kesimpulan : Untuk aksesibilitas penduduk dalam memperoleh pelayanan Akta Kematian di Kota Batam, penulis menyarankan agar Dinas Kependudukan dan Pencatatan Sipil Kota Batam dapat lebih memaksimalkan sosialisasi kepada penduduk tentang pentingnya Akta Kematian dan apa saja yang perlu dibawa dalam mengurus Akta Kematian, mengajukan pengadaan sarana pendukung seperti kapal dinas untuk kelancaran program jemput bola antar bola, sehingga dapat tercipta pelayanan yang baik bagi penduduk.
