Abstract
ABSTRACT Problems/Background (GAP): there are school children who skip school during school hours (truants student) in the Garut City area, while it has been clearly explained that it is not justified to skip school for students. Purpose: to find out how the effectiveness of the Garut Regency Satpol PP in controlling school truant children is it in accordance with existing rules. Method: This research uses qualitative methods (Quality Research), and uses data collection techniques consisting of observation, interviews and documentation. Result: The results of the study show that the Satpol PP of Garut Regency has properly controlled truant school children in the Garut City area and used a persuasive approach. However, the policing carried out by Satpol PP has not been taken into account by the truant school children and it can be seen that there are still many school children who are truant in the Garut City area. Obstacles for the Satpol PP in controlling include the school not being able to impose Drop Out (DO) sanctions due to the existence of the Minister of Education and Culture Number 82 of 2015 concerning the prevention and control of acts of violence in the educational unit environment. Conclusion: With this in mind, the Satpol PP of Garut Regency must be firm and thorough in controlling truant school children. If this is not followed up on, it will have a negative impact on the performance of the Garut Regency Satpol PP because it can only collect data and provide advice to the school regarding the behavior of its students so that the school can only submit decisions to the parents of students. Key words: Effectiveness, Satpol PP, and truants student ABSTRAK Permasalahan/Latar Belakang (GAP): terdapat Anak sekolah bolos melaksanakan kegiatan membolos pada saat jam sekolah di kawasan Kota Garut sedangkan sudah jelas diterangkan bahwa tidak dibenarkan untuk melakukan Membolos sekolah bagi para siswa. Tujuan: untuk mengetahui bagaimana Efektivitas Satpol PP Kabupaten Garut dalam melakukan penertiban Anak sekolah bolos apakah sudah sesuai dengan aturan yang ada. Metode: Penelitian ini menggunakan metode kualitatif (Qualitave Research), dan menggunakan teknik pengumpulan data terdiri dari observasi, wawancara dan dokumentasi. Hasil/Temuan: Hasil penelitian menunjukkan bahwa Satpol PP Kabupaten Garut sudah dengan baik melakukan penertiban Anak sekolah bolos di kawasan Kota Garut dan menggunakan pendekatan persuasif. Akan tetapi penertiban yang dilakukan Satpol PP belum diindahkan dengan baik oleh para Anak sekolah bolos dan bisa ditinjau bahwa masih banyak para Anak sekolah yang membolos di wilayah Kota Garut. Hambatan Satpol PP dalam melakukan penertiban diantaranya pihak sekolah tidak bisa memberikan sanksi Drop Out (DO) karena adanya permendikbud nomor 82 tahun 2015 tentang pencegahan dan penanggulangan tindak kekerasan di lingkungan satuan pendidikan. Kesimpulan: Dengan hal ini Satpol PP Kabupaten Garut harus dengan tegas dan tuntas dalam menertibkan Anak sekolah bolos. Jika hal ini tidak ditindak lanjuti akan berdampak buruk pada kinerja Satpol PP Kabupaten Garut karena hanya dapat mendata dan memberikan himbauan kepada pihak sekolah terkait perilaku muridnya sehingga sekolah hanya dapat menyerahkan keputusan kepada orang tua murid.
