Abstract
ABSTRACT Problems/Background (GAP): This research is motivated by the duties and functions of the National Unity and Politics Agency of East Java Province in order to prevent the spread of radicalism. In order to encourage this, the East Java Provincial Government through the East Java Provincial Political and National Unity Agency has made efforts to prevent the spread of radicalism according to its duties and functions. However, during 2017-2020 there were several cases of terrorism in East Java, including the acts of terrorism at the Immaculate Santa Maria Church, the Indonesian Christian Church (GKI), the Surabaya Central Pentecostal Church, acts of terrorism at Rusunawa Wonocolo Surabaya and acts of terrorism that occurred at the Surabaya Polrestabes. Purpose: This study aims to determine the role of the Political Unity and National Unity Agency of East Java Province in efforts to prevent the spread of radicalism referring to the concept of the role of Soekanto (2012) which includes norms and rules, organizational actions and actions, and individual behavior. Method: The method used is descriptive qualitative inductive approach. Result: The findings show that the role of the Political Unity and National Unity Agency of East Java Province is in accordance with the role concept according to Soekanto and the Technical Guidelines for the Implementation of Prevention of the Spread of Radicalism in East Java Provincial Regulation No. 8 of 2018 and East Java Governor Decree No. 188 /451/KPTS/013/2022, but there are still obstacles, namely the opportunity to spread radicalism because many religious leaders who are role models for society are not moderate. Conclusion: The role of the Political Unity and National Unity Agency of East Java Province in preventing the spread of radicalism is in accordance with the concept of role and regulation, but there are still a number of obstacles that become inhibiting factors. In order to overcome this, a series of efforts were made by the National Unity and Politics Agency of East Java Province. ABSTRAK Permasalahan/Latar Belakang (GAP): Penelitian ini dilatarbelakangi oleh tugas dan fungsi yang dimiliki oleh Badan Kesatuan Bangsa dan Politik Provinsi Jawa Timur dalam rangka upaya pencegahan penyebaran faham radikalisme. Guna mendorong hal tersebut, Pemerintah Provinsi Jawa Timur melalui Badan Kesatuan Bangsa dan Politik Provinsi Jawa Timur melakukan upaya pencegahan penyebaran faham radikalisme sesuai tugas dan fungsi yang dimiliki. Namun selama tahun 2017-2020 terjadi beberapa kasus terorisme di Jawa Timur antara lain aksi terorisme Gereja Santa Maria Tak Bercela, Gereja Kristen Indonesia (GKI), Gereja Pantekosta Pusat Surabaya, aksi terorisme di Rusunawa Wonocolo Surabaya serta aksi terorisme yang terjadi di Polrestabes Surabaya. Tujuan : Penelitian ini bertujuan untuk mengetahui peran Badan Kesatuan Bangsa dan Politik Provinsi Jawa Timur dalam upaya pencegahan penyebaran faham radikalisme merujuk kepada konsep peran Soekanto (2012) yang mencakup norma dan aturan, perbuatan dan tindakan organisasi, serta perilaku individu. Metode: Metode yang dipergunakan yaitu kualitatif deskriptif pendekatan induktif. Hasil/ Temuan: Temuan menunjukan peran Badan Kesatuan Bangsa dan Politik Provinsi Jawa Timur telah sesuai dengan konsep peran menurut Soekanto serta Petunjuk Teknis Pelaksanaan Pencegahan Penyebaran Faham Radikalisme dalam Peraturan Daerah Provinsi Jawa Timur No.8 Tahun 2018 serta Surat Keputusan Gubernur Jawa Timur No.188/451/KPTS/013/2022, namun masih terdapat hambatan yaitu adanya peluang penyebaran faham radikalisme yang dikarenakan para tokoh agama yang menjadi role model bagi masyarakat banyak yang tidak bersifat moderat. Kesimpulan: Peran Badan Kesatuan Bangsa dan Politik Provinsi Jawa Timur dalam Pencegahan Penyebaran Faham Radikalisme telah sesuai dengan konsep peran serta regulasi yang mengatur, namun masih terdapat beberapa kendala yang menjadi faktor penghambat. Guna mengatasi hal tersebut, serangkaian upaya dilakukan oleh Badan Kesatuan Bangsa dan Politik Provinsi Jawa Timur.
