Abstract

ABSTRAK Optimalisasi terhadap Penyerapan Dana Alokasi Khusus dibidang Pendidikan yang dilakukan oleh Dinas Pendidikan merupakan kewajiban pemerintah dalam rangka membangun dan mengembangkan pemerataan pendidikan di Kota Ambon. Tujuan dari penelitian untuk megetahui dan mendeskripsikan bagaimana penyerapan Dana Alokasi Khusus Bidang Pendidikan di Kota Ambon, untuk mengetahui dan mendeskripsikan faktor penghambat dan upaya yang dilakukan Dinas Pendidikan Kota Ambon dalam mengoptimalkan penyerapan Dana Alokasi Kusus Bidang Pendidikan di Kota Ambon. Teori optimalisasi yang dipakai oleh penulis terdiri dari tiga dimensi yakni tujuan dengan indikatornya meningkatkan aspek tatalaksana dan kelembagaan, menerapkan sistem yang lebih baik, meningkatkan pengawasan dan pengendalian, memperbaiki sarana dan prasarana yang belum memadai, sumber daya yang membatasi dengan indikatornya sumber daya manusia yang kurang kompeten, peraturan yang timpang tindih, keputusan dengan indikatornya alternatif Keputusan Penyerapan DAK, prioritas kebijakan dalam pembangunan infrastruktur pendidikan. Metode penelitian yang digunakan penulis adalah metode kualitatif deskriptif dengan pendekatan induktif dan teknik pengumpulan data berupa metode observasi, dokumentasi, dan wawancara. Teknik Analisis Data yang digunakan oleh penulis memiliki 3 tahap yaitu reduksi data, penyajian data. Berdasarkan analisa data yang dilakukan, diperoleh kesimpulan bahwa Penyerapan Dana Alokasi Khusus dibidang Pendidikan Kota Ambon sudah optimal, yang pada awalnya memiliki beberapa hambatan dimulai dari tenggat pengajuan proposal dari pihak hingga target DAK yang relative kecil dan sudah dilakukan upaya untuk mengatasi hambatan tersebut dimana dinas pendidikan memperbaiki sekolah bagian internal dan eksternal Dinas Pendidikan itu sendiri yang dibuktikan dengan pelaksanaan proses penyusunan RKAS , pengajuan proposal serta penyaluran bantuan DAK yang berjalan sesuai dengan prosedur. Kata Kunci : Optimalisasi , DAK , Bidang Pendidikan ABSTRACT Optimization of the Absorption of Special Allocation Funds in the field of Education carried out by the Education Office is the government's obligation in order to build and develop equal distribution of education in Ambon City. The purpose of this research is to know and describe how the absorption of the Special Allocation Fund for Education in Ambon City is used, to identify and describe the inhibiting factors and the efforts made by the Ambon City Education Office in optimizing the absorption of the Special Allocation Fund for Education in Ambon City. The optimization theory used by the author consists of three dimensions, namely goals with indicators of improving management and institutional aspects, implementing a better system, improving supervision and control, improving inadequate facilities and infrastructure, limiting resources with indicators of inadequate human resources. competent, overlapping regulations, decisions with alternative indicators of DAK Absorption Decisions, policy priorities in education infrastructure development. The research method used by the author is descriptive qualitative method with an inductive approach and data collection techniques in the form of observation, documentation, and interview methods. The data analysis technique used by the author has 3 stages, namely data reduction, data presentation. Based on the data analysis carried out, it was concluded that the absorption of the Special Allocation Fund in the field of education in Ambon City was optimal, which initially had several obstacles starting from the deadline for submitting proposals from parties to the relatively small DAK target and efforts had been made to overcome these obstacles where the education office improve the internal and external schools of the Education Office itself as evidenced by the implementation of the RKAS preparation process, proposal submission and the distribution of DAK assistance that runs according to procedures.
