Abstract
Problem Statment/Background (GAP): This study examines the policies of the local government of Sumenep Regency in suppressing the high poverty rate. Purpose: The purpose of this study was to find out how the implementationof the Sumenep Regency Government's policies in Poverty Alleviation and to see from the inhibiting and supporting factors and the efforts made to overcome the obstacles to policy implementation. Method: The research method used is descriptive qualitative research method with an inductive approach. The data collection techniques used are interviews, observation and documentation. Data analysis techniques are data reduction, data presentation and conclusion drawing. The focus in this research is to use the theory of Merille S. Grindle, namely related interests, types of benefits obtained, desired changes, location of decision making, program implementers and resources used to implement policies. Result: Based on the results of the study, it is shown that the implementation of local government policies in Sumenep Regency has been running effectively, this can be seen from the achievement of social welfare development goals and the decreasing poverty rate over the last 3 years. There are supporting and inhibiting factors in the implementation of the Sumenep Regency local government policies in poverty alleviation. The supporting factors are Human Resources which are quite good in order to expedite the implementation of poverty alleviation policies in Sumenep Regency and also the availability of existing facilities in the related OPD. While the inhibiting factor is the low understanding of the community in administrative order. Conclusion/Sugegestion: Efforts made in overcoming obstacles for the sake of realize the implementation of this policy, namely the Social Service Sumenep Regency will of course always carry out socialization to the community that the importance of this program in addition to reducing poverty rate but also to improve social welfare the people of Sumenep Regency.
