Abstract

ABSTRACT (in english) Problem Statement/Background (GAP): The provision of Village Funds supports the implementation of Village autonomy. The Village Fund is the state's obligation to protect and empower the Village and improve development in the Village. Based on data from ICW (Indonesia Corruption Watch), from 2015 to 2020, there were 676 defendants in corruption cases from the Village apparatus related to the management of Village Fund allocations. Likewise in North Tapanuli Regency since 2015 there have been many cases of corruption in the Village Fund by Village officials. Purpose: This study aims to find out how the performance of the Village Consultative Body (BPD) in Supervision of Village Fund Management in Hutauruk Village, what are the supporting and inhibiting faktors for BPD performance, as well as BPD efforts in preventing misuse of Village Funds. Method: The method used is descriptive qualitative research with an inductive approach. Data collection techniques used are Interview, Observation and Documentation. The focus of this research uses the theory of Performance according to Rivai which contains 3 aspects of performance, namely technical ability, conceptual ability, and interpersonal ability. Result: The Technical Capability of Hutauruk Village BPD Members, namely the Implementation of Duties, Functions, and Implementation of Village Fund Management Supervision have generally been implemented, but have not mastered the applicable regulations. The Conceptual Ability of BPD Members, namely understanding of the duties, functions and supervision carried out is still lacking because the Human Resources of BPD members are not yet good. the ability of the Interpersonal Relations of BPD Members, namely the BPD's relationship with the Village Head and the BPD's Relationship with the Community is quite good because of the intense communication, openness, and cooperation. Community participation and the leadership of the Hutauruk Village Head are supporting BPD performance. Meanwhile, the lack of facilities, human resources for BPD members, and less harmonious working relationships are the inhibiting faktors. Efforts made by the BPD to prevent misuse of the Village Fund are to establish communication with the Village head regarding the development of management and transparency of the use of the Village Fund. Conclusion: Implementation of Duties, Functions, and Supervision of Village Fund Management by the Hutauruk Village BPD has generally been carried out. Keywords: Performance, Village Consultative Body, Supervision, Village Fund Management ABSTRAK (in bahasa) Permasalahan/Latar Belakang (GAP): Pemberian Dana Desa menjadi penunjang pelaksanaan otonomi Desa. Dana Desa merupakan kewajiban negara dalam melindungi dan memberdayakan Desa serta meningkatkan pembangunan di Desa. Berdasarkan data ICW (Indonesia Corruption Watch), sejak 2015 hingga 2020, terdapat 676 terdakwa kasus korupsi dari perangkat Desa berkaitan dengan pengelolaan alokasi Dana Desa. Demikian juga di Kabupaten Tapanuli Utara sejak tahun 2015 terjadi banyak kasus korupsi Dana Desa oleh perangkat Desa. Tujuan: Penelitian ini bertujuan untuk mengetahui bagaimana kinerja Badan Permusyawaratan Desa (BPD) dalam Pengawasan Pengelolaan Dana Desa di Desa Hutauruk, apa yang menjadi faktor pendukung dan penghambat kinerja BPD, serta upaya BPD dalam mencegah terjadinya penyalahgunaan Dana Desa. Metode: Metode yang digunakan adalah penelitian kualitatif deskriptif dengan pendekatan induktif. Teknik pengumpulan data yang digunakan adalah Wawancara, Observasi dan Dokumentasi. Fokus penelitian ini menggunakan teori Kinerja menurut Rivai yang memuat 3 Aspek kinerja yaitu kemampuan teknis, kemampuan konseptual, dan kemampuan interpersonal. Hasil/Temuan: Kemampuan Teknis Anggota BPD Desa Hutauruk, yaitu Pelaksanaan Tugas, Fungsi, dan pelaksanaan Pengawasan Pengelolaan Dana Desa secara umum telah dilaksanakan, tetapi belum menguasai peraturan yang berlaku. Kemampuan Konseptual Anggota BPD, yaitu pemahaman tugas, fungsi dan pengawasan yang dilakukan masih kurang karena Sumber Daya Manusia anggota BPD belum baik. kemampuan Hubungan Interpersonal Anggota BPD, yaitu hubungan BPD dengan Kepala Desa dan Hubungan BPD dengan Masyarakat sudah cukup baik karena adanya komunikasi yang intens, keterbukaan, dan Kerjasama. Partisipasi masyarakat dan Kepemimpinan Kepala Desa Hutauruk menjadi pendukung kinerja BPD. Sedangkan kurangnya Sarana, Sumber Daya Manusia anggota BPD, dan Hubungan kerja yang kurang harmonis menjadi faktor penghambat. Upaya yang dilakukan oleh BPD untuk mencegah penyalahgunaan Dana Desa yaitu menjalin komunikasi dengan kepala Desa mengenai perkembangan pengelolaan dan transparansi penggunaan Dana Desa. Kesimpulan: Pelaksanaan Tugas, Fungsi, dan Pengawasan Pengelolaan Dana Desa oleh BPD Desa Hutauruk secara umum telah dilaksanakan.
