Abstract

Problem Statement/Background (GAP): The government has not been maximal in providing services to the public, especially in the field of online licensing. The general public and business managers who want to invest still carry out manual registration. Purpose: The purpose of this study is to find out how the implementation of digital government service policies in facilitating licensing for the people of Donggala district. Method: This study uses a qualitative method of policy implementation according to Edward III's Theory. Data collection techniques were carried out by observation, in-depth interviews (9 informants), and documentation. Result: The findings obtained by the authors in this study are that the Donggala district government has not been able to optimize online-based licensing services. Conclusion: The implementation of digital government policies regarding licensing by DPMPTSP Donggala Regency is generally less than optimal. The communication made by the government to the community has not been fully implemented because there are still many people who do not understand how to register a permit through the OSS application.
