Abstract

ABSTRACT Problem/Background (GAP): This study focuses on how the role of the Regional Government in collaboration with the Port Numbay Tribal Council in carrying out the protection of the Port Numbay indigenous people in this case the Port Numbay Indigenous Women. Purpose: This writing aims to find out how the collaboration process is and what factors are the supporters and obstacles to the implementation of Collaborative Governance of the Regional Government and the Port Numbay Tribe Customary Council in Jayapura City. Methods: The theory used is the theory of Collaborative Governance with a qualitative descriptive research method with an inductive approach. Data was collected through interviews, observation, and documentation. Results/Findings: The results of this study are that the Collaborative Governance of the Regional Government and the Port Numbay Tribe Indigenous Council in implementing the protection of indigenous peoples in Jayapura City has not been effective. Conclusion: The collaborative governance process of both parties still prioritizes the nature of antagonism. Cultural factors, namely the lives of Port Numbay women who are consumptive rather than productive, human resource factors, namely policy makers who lack 3B (Competent, capacity, and integrity) and the existence of policies that are not well targeted and not detailed, and which is no less important is the fact that the facilities provided for the sustainability of the community's handicrafts, some of the above factors are an accumulation of inhibiting factors that cause the results of the collaboration process to not run effectively.
