Abstract
Background: This research is motivated by the interest of researchers regarding the implementation of the Electronic-Based Government System in the Ternate City Government, where in its implementation there are a number of problems so that the description regarding the implementation of the Electronic-Based Government System by the Ternate City Government is not optimal. Purpose: This study aims to determine how the Implementation of an Electronic-Based Government System in the Ternate City Government is seen from the PeGI maturity level model which consists of 5 dimensions: Policy, Institutional, Infrastructure, Application, and Planning. Method: This study uses a qualitative method and a descriptive approach. The informants in this study consisted of: the Head of the Information Communication and Encryption Service of Ternate City, the Secretary of the Ternate City of Information Communication and Encryption Service, the Head of the Encryption and Data Processing Division of the Ternate City of Information Communication and Encryption Service, the Head of the Informatics Division of the Ternate City of Information Communication and Encryption Service, and the head of the Regional Assets Division of the Ternate City Financial and Regional Asset Management Agency. Data were obtained from research results through library research and field studies, namely, documentation and interviews with informants. Result: The results of the study indicate that the implementation of the Electronic-Based Government System carried out by the Ternate City Government is still immature. This can be seen based on five dimensions, namely, Policy, Institutional, Infrastructure, Application, and Planning in the PeGI maturity level model that has not been running well. Conclusion: Overall, the conclusion is the planning related to the implementation of the Electronic-Based Government System in the Ternate City Government is not yet mature, where there is no master plan or implementation guideline specifically prepared by the Ternate City Government. In connection with these findings, the researcher suggests to the Ternate City Government to again make policy improvements in the form of derivative rules based on presidential regulations and the SPBE master plan in supporting the implementation of SPBE.
