Abstract
ABSTRACT Problem/Background (GAP): The author focuses on problems related to the Coordination of Local Governments in the Implementation of the Coronavirus Disease 19 Spread Prevention Program in Makassar City. Purpose: The purpose of this study is to find out how the internal coordination of local governments in implementing government program innovations to prevent the spread of Coronavirus Disease 19 in Makassar City, knowing the innovations of local governments in the implementation of Mayor Regulation Number 5 of 2021 in preventing the spread of Coronavirus Disease 19 in order to reduce the number of positive patients in Makassar City, and also describe and analyze the obstacles and efforts that are by local government in carrying out programs to prevent the spread of Coronavirus Disease 19 in Makassar City. Method: This research is a qualitative research with a descriptive method and an inductive approach using Handyanigrat theory as a theoretical basis. Data collection is carried out by interviews and documentation. Data analysis techniques through data reduction, data presentation, and conclusion drawing. Findings The findings obtained by the researcher, namely the coordination that has been carried out by related parties in the success of government programs, can be said to be very good because the four dimensions contained in the Coordination theory proposed by handyadiningrat researchers' value has been maximized. Conclusion : Internal coordination carried out by the Makassar City government is carried out externally and internally, so that the expected results are optimally successful, starting from two-way communication carried out by related parties to a good picture of the continuity of regulation and still following the direction of the authorized officials as stated in the form of a legal product. innovations carried out by the Makassar City government are very effective and efficient in reducing the covid 19 rate in Makassar City and can be used as a pilot for other regions that have a very high covid 19 rate. Keywords: Coordination, Covid 19, Local Government ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan terkait Koordinasi Pemerintah Daerah dalam Penyelenggaran Program Pencegahan Penyebaran Coronavirus Disease 19 di Kota Makassar. Tujuan: Tujuan dari penelitian ini yaitu untuk mengetahui Bagaimana koordinasi internal pemerintah daerah dalam melaksanakan inovasi program pemerintah untuk pencegahan penyebaran Coronavirus Disease 19 di Kota Makassar, mengetahui inovasi pemerintah daerah dalam penerapan Peraturan Walikota Nomor 5 Tahun 2021 dalam pencegahan penyebaran Coronavirus Disease 19 dalam rangka mengurangi jumlah pasien positif di Kota Makassar, dan juga mendeskripsikan dan menganalisis hambatan dan upaya yang oleh pemerintah daerah dalam menjalankan program pencegahan penyebaran Coronavirus Disease 19 di Kota Makassar. Metode: Penelitian ini merupakan penelitian kualitatif dengan metode deskriptif dan pendekatan induktif dengan menggunakan teori Handyanigrat sebagai landasan teori. Pengumpulan data dilakukan dengan wawancara dan dokumentasi.Teknik analisis data melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil/Temuan: Temuan yang diperoleh peneliti yaitu koordinasi yang telah dilakukan oleh pihak pihak terkait dalam mensukseskan program pemerintah dapat dikatakan sangat baik karena keempat dimensi yang terdapat dalam teori Koordinasi yang dikemukakan oleh Handyadiningrat peneliti nilai sudah maksimal. Kesimpulan: Koordinasi internal yang dilakukan pemerintah Kota Makassar dilakukan secara eksternal maupun internal, sehingga hasil yang diharapkan berhasil secara maksimal mulai dari komunikasi dua arah yang dilakukan pihak pihak terkait hingga gambaran kontiniuitas perencenaan yang baik dan tetap mengikuti arahan dari pejabat berwenang yang dituangkan dalam bentuk suatu produk hukum. inovasi yang dilakukan pemerintah Kota Makassar sangat efektif dan efisien dalam mengurangi angka covid 19 di Kota Makassar dan dapat dijadikan percontohan bagi daerah lain yang memiliki angka covid 19 yang sangat tinggi.
