Abstract

ABSTRACT Problem Statement/Background (GAP): The author focuses on the problem of the Education Office's performance in improving the competence of elementary school teachers has not gone well. The Education Office has not fulfilled the five dimensions contained in the theory of organizational performance, namely productivity, responsiveness, responsibility, accountability and service quality. There are still shortcomings in terms of human resources and in terms of budget.. Purpose: The author focuses on the problem of employee interest that is still lacking in participating in competency development activities, and not taking advantage of opportunities to develop their competencies.. Method: This study uses mixed methods and analysis of the participation stage according to Yadav's Theory. Data collection techniques were carried out by in-depth interviews (6 informants), and documentation. Finding/Result: there are several research findings such as programs that have not reached the target, lack of responsiveness of the service to the demands of teacher needs, incompatibility of the realization of budget use with predetermined plans, there is still a lot of data that has not been published on the website of the Education Office, and there are gaps in services and the number of infrastructure facilities. The damaged one.. Conclusion: The performance of the Education Office in improving the competence of elementary school teachers in South Labuhan Batu Regency is measured based on the theory of empowerment. There are several inhibiting factors such as the lack of socialization of the education office in improving the competence of elementary school teachers, the enthusiasm of elementary school teachers, and the existence of several obstacles from teachers and from schools. Efforts made by the Department of Education in overcoming these obstacles are implementing the organizing stage, the interpretation stage and the policy implementation stage. Keywords: Performance, Competence, Teacher ABSTRAK Permasalahan/Latar Belakang (GAP): Penulis berfokus pada permasalahan Kinerja Dinas Pendidikan dalam meningkatkan kompetensi guru SD belum berjalan dengan baik. Dinas Pendidikan belum memenuhi lima dimensi yang terdapat dalam teori kinerja organisasi yaitu produktivitas, responsivitas, responsibilitas, akuntabilitas dan kualitas layanan. Masih terdapat kekurangan-kekurangan dari segi sumber daya manusia maupun dari segi anggaran. Tujuan: to determine the performance of the service, the inhibiting factors for the performance of the service, and the efforts of the Education Office to improve the competence of elementary school teachers in South Labuhanbatu Regency by using the organizational performance theory of Agus Dwiyanto. Metode: Penelitian ini menggunakan metode campuran dan analisis terhadap tahap partisipasi menurut Teori Yadav. Teknik pengumpulan data dilakukan dengan wawancara mendalam (6 informan), dan dokumentasi. Hasil/Temuan: terdapat beberapa temuan penelitian seperti program yang belum mencapai target, kurangnya responsivitas dinas terhadap tuntutan kebutuhan guru, tidak sesuainya realisasi penggunaan anggaran dengan perencanaan yang telah ditetapkan, masih banyaknya data yang belum dipublikasikan di website Dinas Pendidikan, serta terdapat kesenjangan dalam pelayanan dan banyaknya sarana prasarana yang rusak Kesimpulan: Kinerja Dinas Pendidikan dalam meningkatkan kompetensi Guru SD di Kabupaten Labuhan Batu Selatan diukur berdasarkan teori pemberdayaan. Terdapat beberapa faktor penghambat seperti kurangnya sosialisasi dinas pendidikan dalam meningkatkan kompetensi guru SD, antusias guru SD, serta adanya beberapa hambatan dari guru maupun dari sekolah. Upaya yang dilakukan Dinas Pendidikan dalam mengatasi hambatan tersebut adalah menerapkan tahap pengorganisasian, tahap interepasi dan tahap implementasi kebijakan.
